城市化发展,晋第一,巫第二

新闻:2月15日

    (古晋14日讯)  随着诗巫在近年来迅速的城市化发展,使得该城市之房屋发展出现增长的趋势。

    据指出,诗巫的城市话排名仅次于州首府古晋,凌驾美里。

    根据国内著名产业顾问CH威廉斯、达哈、黄氏及杨氏有限公司的刊物《砂劳拉产业期刊》在去年第四季 (10月份至12月份) 刊出的主要新闻中表示,截至2000年为止,诗巫市区的人口为16万6千322人,为列古晋市区的42万3千873人及美里市区的16万7千761人,但在截至2000年为止的城市化程度方面,诗巫却取得79.6%,仅次于古晋的85.5%,比美里的76.3%还高,名列第四的民都鲁也有74.3%之高。

    该期刊指出,事实上,诗巫的城市化过程的过去长时间来,都居砂拉越州之首,直到近年来才被古晋赶上,不过,其城市化势头仍是强劲。

    有鉴与此,该刊物表示,在人口不断增长及外地劳工的涌入下,使得该高度商业的城市之房屋出现增长的趋势。

    甚于地形及泥炭地质所致,诗巫的房屋发展曾面对客观的因素,但在政府推行新的机会及重新发展受影响的房屋区之下,使得一些之前的地理限制情况得以被突破。

    在房屋需求量增高的情况下,使得该城市的单层排屋及双层排屋的价格也以稳健的方式增长。

    另外,在多项基本建设发展计划,如道路、桥梁及机场扩建计划下,该城市的发展前景很光明。

    在目前,诗巫只有4间高星级酒店,而目前由常青集团发展、楼高15层、共有228间客房的常青酒店,预料将于2006年竣工,届时将为诗巫的酒店业掀开新的局面。

FOUNDATION WORKS BEGIN AT NEW DUN SARAWAK COMPLEX

Monday, 20 September 2004, Kuching - With the recital of a special 'doa', Sarawak Chief Minister, Pehin Sri (Dr.) Haji Abdul Taib Mahmud, today began the foundation works at the new Sarawak State Legislative Assembly or Dewan Undangan Negeri (DUN) complex in Petra Jaya, Kuching.

The foundation works is for a 9-storey high building which will be the venue for future Sarawak's state legislative assembly sittings.

With its distinctive "payung" roof, the new DUN complex is set to become an icon for the state.

The architecture of the complex combines unique elements of Sarawak's heritage with state-of-the-art intelligent building automation systems, multimedia communication facilities, and environmentally-friendly features.

The complex is part of an overall masterplan covering a 172 acre development at Pangkalan Sapi on the banks of Sungai Sarawak, Petra Jaya, Kuching.

The new DUN Sarawak complex project is targeted for completion in 36 months.

The project is being undertaken by a joint-venture of Sarawak's leading construction companies - PPES Works (Sarawak) Sdn Bhd and Naim Cendera Sdn Bhd.

PPES Works (Sarawak) Sdn Bhd is 51% owned by Main Board listed entity, Cahya Mata Sarawk Berhad, and 49% held by state-owned SEDC Sarawak. Meanwhile, Naim Cendera Sdn Bhd is a wholly-owned subsidiary of Main Board listed entity Naim Cendera Holdings Berhad.

MARC ASSIGNS AAA(s)ID RATING TO SARAWAK SPECIALIST HOSPITAL & MEDICAL CENTRE SDN BHD’S ISTISNA’ SERIAL BONDS OF UP TO RM425 MILLION

20 Sep 2004 - MARC has assigned a rating of AAA(s)ID (AAA Support, Islamic Debt) to Sarawak Specialist Hospital & Medical Centre Sdn Bhd’s (SSHMC) Istisna’ Serial Bonds (Bonds). The rating reflects the AAA rating of the Sarawak State Government as the principal and profit payments of the Bonds will be satisfied via proceeds of share subscription payments as evidenced by the back-to-back Redeemable Preference Share Subscription Agreements between the State Financial Secretary Incorporated (SFS Inc.) and SSHMC Management and Holdings Sdn Bhd (SSHMC Holdings), and SSHMC Holdings and the Issuer, SSHMC. SFS Inc. is a statutory corporation established under the State Financial Secretary (Incorporated) Ordinance under the laws of Sarawak and controlled by the State.

SSHMC was incorporated in July 2001 to facilitate the construction of Sarawak International Medical Centre (SIMC), a project conceived by the State Government of Sarawak. SSHMC is a wholly-owned subsidiary of SSHMC Holdings which in turn is wholly-owned by SFS Inc. SSHMC’s current paid-up capital is RM50.5 million.

Proceeds from the proposed financing exercise will be mainly utilized to finance the construction of SIMC and its related cost; and to finance the purchase of medical and non-medical equipments. The development of this phase will include three- storey hospital podium complex with an attached eight-storey inpatient accommodation building, a section of the main access road from Kota Samarahan Expressway and a portion of the inner ring road plus linkage to UNIMAS.

The proposed SIMC, covering an area of approximately 100 acres, is located at Kota Samarahan and will have an easy access to Kuching City and Kuching International Airport. In addition, Technology Park which is situated to the north and UNIMAS to the south of SIMC, will help enhance SIMC’s image as a potentially dynamic medical hub in line with its vision to become a medical centre of excellence for the people of Sarawak and the surrounding countries.

The proposed hospital is designed to meet the demands of a highly specialized modern health care facility. The selection of medical equipment and information technology application will be driven by the latest technology available.

Under the proposed Istisna’ Bonds, SSHMC will issue eight tranches of Primary Bonds with a total value of up to RM425 million to raise net proceeds of approximately RM380 million. The issuance of the Bonds will take place following the execution of the Share Subscription Agreements, of which payments will be used exclusively to satisfy the principal and profit payments of the Bonds. The payments for the share subscription are scheduled so as to correspond to the scheduled payments of the Bonds in terms of amount and timing. Each installment payment is credited into the Finance Service Reserve Account (FSRA), an account jointly managed by SSHMC and the Facility Agent for the purpose of the Bonds repayment, one month before each scheduled payment of the Bonds which occurs semiannually. With the terms and conditions provided in the Agreements, credit risk and liquidity risk of the Bonds are essentially mitigated.

Given the importance of the project to the state, MARC believes that construction or completion risk is significantly mitigated. The risk is moderated further by the fact that SSHMC is entitled to LAD at the rate of RM50,000 per day, which can be deducted from any monies due to the Contractor as well as recovered from the Performance Bonds.

马中公园与陈总伉俪

  位于古晋宋路的马中友谊公园的主要建筑——茶楼,已于去年十二月下旬在细雨纷飞后举行动土礼,从副首席部长丹斯里拿督阿玛陈康南医生的讲词中,我们知道该公园占地七英亩,总共耗资一千一百多万令吉,其中一大半是两国民间企业界的捐款,所以取名为马中友谊公园,不但象征这是两国政府为纪念建交三十周年,也是两国人民为标示深厚友谊而准备完成的一座建筑,意义显然十分重大!

  凑巧的是,二○○四年更是中国著名航海家郑和下西洋六百周年纪念,因此公园的设立,亦含有缅怀这位伟大的航海家的用意,使它更显得意味深长!

  据悉,马中友好公园的茶楼建筑费超过二百万令吉,乃由殷商丹斯里张晓卿伉俪捐献。这位长青集团的负责人除开慨捐巨款,作为茶楼的建筑费,更将亲自前往中国甄选建筑材料,确保公园完成后具备绚丽的文化色彩并反映马中两国人民友谊长存。

  人们对于公园分为两个部份,一部份属于马来西亚,另一部份属于中国,中间用一座桥梁连接起来,显示两国人民友情深厚,关系密切,莫不表示赞许。到了今年年杪等总共分为三期的工程逐一完成后,园内将拥有道路、湖泊等基本建设,且种上树木花草,把门口的牌楼、茶楼、庭院、桥梁、凉亭、亭子与郑和铜像等装点得华丽无比,当能吸引远近游人进入观赏,成为古晋的一个景点。

  诚如陈康南所言,城市居民的生活已越来越紧张,所面对的压力也愈来愈大,正需要增添这样的休闲场所,让人们怡情悦性,舒散郁闷,冀对身心健康有所裨益。

  相信马中友谊公园将继古晋河滨公园之后,为市民与游客提供经过美化绿化、令人心旷神怡的景物,而随着两国友谊的日益稳固,目前在互访交流方面所存在的一些壁垒问题,也必然会获得解决。

  从马中友谊公园的建设,不禁使人想起刚于去年十一月杪任满荣休,离开猫城的第三任中国驻古晋总领事陈士平博士伉俪。说来也是一种缘分,自一九九四年中国在古晋设立总领事馆以来,先后已派出三位总领事主管其事,这三位已离任的老总:吴德广、刘同孝与陈士平,人缘儿都不错,让人留下良好的印象,而古晋华人社会,也对他们深表敬重与爱戴,见面时显得格外亲切。

  可能是由于宗亲关系,我对陈士平似有偏爱,而他也乐意跟我交往。他与夫人张桂馥女士俱为辽宁人,说得一口标准的普通话,华文造诣固然很高,英文程度也蛮不赖,可说是一个优秀的外交使节人员。

  记得我曾两次前往石角道刚路中国驻古晋总领事馆会见陈士平。一次是以颍川陈氏公会春祭晚宴、敬老会暨颁发会员子女学优奖筹委会主席身份,邀请他出席在公民中心举行的盛会。是日大雨滂沱,天气有点儿令我与会长吉宁和秘书德平在客厅里跟他亲切交谈。德平向他请教了几件事,他回答得很圆满,使人甚表钦佩。这显然是见识深广有以致之。

  另外一次是陪宁儿到同一地点,向他请教有关中国的一些商贸法律问题,他也滔滔不绝的抒发论据,显示其乃博学多才之士,实令人信服。过后宁儿曾请他介绍福建省较为有名的律师楼,他也即刻赐知,足见其办事效率高,更表现了乐于助人的美德。关于这一点,相信许多人都会认同。

  陈士平擅长写顺口溜,每逢社团庆典聚会,他辄以这种民间流行的口头韵文作为祝贺,而其夫人张桂馥之文笔也不错,临别之前在报章上所发表的几篇有关本地水果和民情的佳作,真叫人百读不厌呢!

MBKS to spend RM15m on roads and parks

Kuching City South Council (MBKS) will spend RM15.24 million this year for various development projects.

Mayor Chan Seng Khai said the amount included grants of RM3.54 million from the State government to enhance roads and public parks, among others.

Road maintenance (which includes building new roads, widening the existing ones and patching potholes) takes the biggest slice of the total expenditure allocation, followed by parks beautification and landscaping and cleanliness works this year.

"We would like to work together with the residents and we hope that we will participate in our activities and interact with one another," he said.

The world salutes our city

KUCHING – The city of Kuching is one of the two cities in the Asia-Pacific region conferred the prestigious Regional Director’s Award by the World Health Organisation (WHO) yesterday for its excellent record in improving the residents’ quality of life.The other city which won similar award is Illawara in Australia.

WHO Regional Director for the Western Pacific, Dr Shigeru Omi, presented the award to Kuching’s two mayors - Chan Seng Khai of Kuching City South and Madehi Kolek of Kuching City North, during the inaugural General Assembly of the Alliance for Healthy Cities, in a leading hotel, here.

The Healthy Cities approach, conceptualised by the WHO in the mid-1980s, aims to improve the quality of life in urban areas. Since 1996, cities in many countries have set up Healthy Cities projects putting health at the centre of urban development.According to the synopsis of the award, Kuching and fellow winner Illawara in Australia, have shown a long-standing track record in sustained improvement in the overall quality of life of its citizens using the Healthy Cities approach.

Earlier, during the opening ceremony of the General Assembly, Chief Minister Pehin Sri Dr Haji Abdul Taib Mahmud said the Healthy City concept was adopted by the State government in 1994 in tandem with efforts to make Kuching a very liveable city.

“We believe that the application of the Healthy City concept is relevant and timely, as Kuching is still a small developing city and relatively free from most of the common ills experienced by other cities in the world,” he said.

Taib’s text of speech was read by the Deputy Chief Minister, Tan Sri Datuk Amar Dr George Chan, who is also the Minister of Industrial Development and Minister of Modernisation of Agriculture.Taib added that the Healthy City Concept had become the guideline in urban planning and development in Kuching City as well as other towns in Sarawak, and had also influenced decisions such as provision of motorcycle lanes, gazzettement of parks and green areas, and enactment of various relevant Acts and Regulations.

“In comparison to many other cities, Kuching has a relatively low-density development with plenty of open spaces and green areas. Most development in Kuching has a density of not more than 20 units per hectare with not many high-rise buildings,” he said.

Also, as part of the plan to avoid concentration of industralisation process in Kuching, the industrial development in Sarawak is physically distributed in all the towns throughout Sarawak, so that each town has its own niche industry.

“For example, Sibu will be known for shipbuilding industry, Bintulu for heavy industries, and Miri for tourism,” he said, adding that this move would mitigate and solve the negative impacts of industralisation such as degradation to the environment, and mass migration of people attracted to employment and business opportunities in towns.

More than 400 delegates representing participating cities and towns in China, Korea, Japan, Mongolia, Taiwan, Vitenam, Cam-bodia, Philippines, Australia and Malaysia attended the three-day conference.Forty scientific and working papers are being tabled, while field visits, including to South East Asia’s first urban ecological sanitation pilot system in Hui Sing Garden, Kuching was also arranged for the delegates.

砂大:对岸的学生看过来!

大学巡礼之前较著重介绍大学生常去的、好玩的地方,但是东马2所国立大学,即砂A越和沙巴大学对很多西马的学生来说,都还印象模糊,因此我们这一次主要为同学介绍大学里的系所和课程,希望让大家多加了解,在选大学或选系时不会心生抗拒,在这2所大学也有很多好课程哦!

设有8间学院
新校舍料2005年完成

大马砂A越大学(砂大)成立于1992年12月24日,1993年4月在古晋开办办事处,成为建校初期的办公中心。

1993年8月31日,座落于三马拉汉省的临时校园启用,由首相马哈迪医生主持推展礼。这座校园距离古晋市中心27公里,距离三马拉汉市镇则有6公里。

大学最初设立的学院是社会科学学院和工艺及科学资源学院以及多媒体及学习应用中心和资讯服务学术中心。

1994年,再设立认知科学与人类发展学院、创作及应用艺术学院、工程学院和工艺资源学院等。

砂大也于1995年设立医药及健康科学学院,经济与商业学院则于1996年成立。这让砂州达到原定的计划,总共成立了8个科系学院。砂大也于1993年12月1日成立语文研究中心,为学生提供TESL课程。

目前的砂大只是临时校舍,占地1050公顷的永久校舍正在兴建中,预料在2005年建竣时,能容纳1万2000名学生。这大学也将继续扩建,以便在2020年时能容纳2万600名学生。

这大学现有校舍拥有完整的设施,除了各学院、中心及研究机构外,也有图书馆、多用途礼堂及采用光纤电缆连接互联网。

根据这大学资料显示,砂大2002年的学生人数高达3984人,共有724名毕业生;而在2001年从这大学完成硕士课程者有44人,博士则有2名。

砂大每科系课程可分成3大部分

1.必修课程(TERAS)
此课程是依照每个科系规定的主修科目,学生须修完全部课程及在考试中及格。

2.辅助课程(PELENGKAP)
从2000/2001学年开始,每个科系的学生必须选修其它学院的9个学分,并且必须在毕业之前修读完毕。

3.附属课程(GENERIK)
从2000/2001学年开始,每位学生必须修完全部20个学分的附属课程。这些课程由许多学院提供。新生在迎新周时将会参加一项电脑基础课程考试,及格者可豁免1个学分的电脑基础课程。第三语文也属于附属课程,学生必须修完4个学分的第三语文课程。

砂大采3年制

砂大是采用3年制(除了医学系需修读5年,工程系从2000/2001年度开始需修读4年)。每学年分成3个学期,第一学期是从5月中至9月杪,第二学期是从10月中至第2年3月中,而第三学期则是从第2年3月中至5月初。

第三学期主要是让学生修读附属课程,如第三语文及工业训练。

以下为这大学各学院提供的课程:

1.社会科学学院

学生们在第一年第一学期开学就必须选修以下课程之一:
国际研究、通讯研究、人力资源研究、政府与政策研究、发展策划与管理研究、社会服务研究

Kuching festival begins with a bang

THE annual Kuching Festival, which was launched with a blaze of fireworks recently, will feature various shows, exhibitions and competitions for residents and visitors to the city in August.

The month-long festival, held every year since 1986, was launched by Sarawak Chief Minister Tan Sri Abdul Taib Mahmud at Padang Merdeka.  

The ceremony also commemorated the 16th anniversary of Kuching’s city status.

Taib announced that a RM100mil project, incorporating a convention centre, marina and five-star hotel, would be built at Kuching’s Pending peninsula in the near future.

The convention centre would help to meet the increasing demand for a venue to host international conferences and exhibitions in Kuching, he said

“Since Kuching attracts many tourists and conference participants, we have no choice but to build the centre. It will be part of our efforts to develop the tourism industry,” Taib said.

The festival, jointly organised by Kuching South City Council and Kuching North City Hall, is themed Friendly, Vibrant Garden City this year.

Among the highlights is an ice sculpture exhibition until Sept 15, which will showcase 25 ice sculptures including the Great Wall of China, the Eiffel Tower and a longhouse.

Another highlight was the City Day Parade last Saturday, which featured marching bands and cultural groups in colourful costumes.  

The parade's route included Jalan Tan Sri William Tan and Padang Merdeka and culminated in a brass band display on the field.

There will also be a food fair and garden show until August 22, a traditional Oriental music concert and a jazz festival (Aug 21) and a martial arts festival (Aug 28).

Sports events include a golf competition, an Under-18 basketball championship, the Datuk Bandar Cup basketball tournament and a fishing competition.

The festival will end in a grand finale at Padang Merdeka on Aug 30.  

During the launch, local artistes entertained the crowd with nostalgic songs from the P. Ramlee era.  

A spectacular fireworks display then lit up the night sky to mark the beginning of the festival.

目前在河边公园的对面有个工程在动工中,不晓得是什么工程,有人可以告诉我吗?
