  GLOBAL UPLINE

  GLOBAL UPLINE

Sarawak SEDC gains RM10.8m from tourism

BY JACK WONG IN KUCHING

SARAWAK State Economic Development Corp's (SEDC) investments in the tourism and leisure sector contributed a pre-tax profit of RM10.79mil last year, a jump of more than 40% from RM7.39mil in 2003.

Total revenue from the sector increased to RM93.6mil from RM82.8mil.

Sarawak SEDC chairman Datuk Talib Zulpilip said the corporation had investments in 16 tourism-related projects, including hotels and resorts, a golf course, shopping complexes and tourist centres.

He said the top contributors were subsidiaries Sejadu Sdn Bhd (which owns Crowne Plaze Riverside Hotel and Riverside Shopping Complex), Kuching Hotels Sdn Bhd (which owns Holiday Inn Kuching and Sarawak Plaza) and Sara Resorts Sdn Bhd (owner of Holiday Inn Resort Damai Beach and Sarawak Cultural Village).

These three companies achieved a combined pre-tax profit of RM8.9mil last year.

“Last year, the Sarawak SEDC paid out over RM1mil in dividends while internally funded the refurbishment of its hotels in Kuching and Damai for RM9.75mil,” Talib said in a statement.

Besides the hotels' upgrading, SEDC undertook several new projects last year.

These included a Ledang Spa at the hilltop wing of the Holiday Inn Resort Damai Beach and the development of the Plaza Walk at Sarawak Plaza to cater for international franchises – the Coffee Bean, Kenny Rogers and Roadside Grill outlets. The Santubong mountain trek was also upgraded.

Under the Ninth Malaysia Plan, Talib said SEDC had planned for several new development projects in Damai peninsula, where its two beach hotels, Sarawak Cultural Village and golf course are located, in line with efforts to reposition it as a premier tourist destination.

On the drawing board is a resort village bazaar to serve as a centre for commercial activities and a system trails and walkways to link the various tourism properties that will take visitors through the beaches, jungles and mountain streams.

KUCHING: The Batang Kayan bridge in Lundu near here is expected to be completed in June – after a four-year delay.

The RM18.5mil bridge to link Kuching and Lundu, originally set to be finished in December 2001, will make it more convenient for motorists who now cross the Batang Kayan River by ferry.

Infrastructure Development and Communication Assistant Minister Lee Kim Shin said:

“The contractor has come up with a very detailed schedule of work to complete the bridge and it seems quite likely that it will be completed slightly ahead of the revised date (June 17).

“The contractor only needs to complete one more segment, and to close the gaps on the bridge. I think this can be done in two months,” he said during a site visit to the project yesterday.

He added that the bridge was scheduled to be handed over to the state Public Works Department (PWD), which is supervising the project, on June 30 and to open for use after that.

Sarawak to launch Kuching Wetlands
BY TEOH TEIK HOONG and FLORENCE A. SAMY

PETALING JAYA: Sarawak will launch its Kuching Wetlands National Park today and declare its intent to propose the area as the first Ramsar site in the state.

The Ramsar Convention is the first of the modern global intergovernmental treaties on the conservation and wise use of natural wetlands primarily to provide habitats for water birds.

If the proposal is accepted, the park will join the ranks of four other wetlands sites in the peninsular – Tasik Bera in Pahang, and Tanjung Piai, Pulau Kukup and Sungai Pulai in Johor.

The park, spanning an area of 6,610ha and located in the estuarine reaches of Sungai Sibu Laut, will be officially launched by Chief Minister Tan Sri Abdul Taib Mahmud, who is expected to announce the bid to have it listed as a Ramsar site.

The Ramsar international convention on wetlands was adopted on Feb 2, 1971, in the Iranian city of Ramsar, on the southern shore of the Caspian Sea.

According to the Ramsar website at www.ramsar.org, there are at present 145 contracting parties to the Convention.

Natural Resources and Environment Ministry director of conservation and management of natural resources Datin Huzaimah Mohd Yusof said the ministry had given RM1mil to the state government to develop a management plan for the park.

“We will provide all the assistance for this initiative and are confident that it will be accepted as a Ramsar site,” she told The Star.

Huzaimah said the mangrove area in the national park, was relatively intact and had six mangrove species growing in it.

“The area is home to many endangered primates like the proboscis monkey and silver langur. It also has many mammals, birds, monitor lizards and estuarine crocodiles.

“There's a huge potential for tourism here,” she added.

The national park is a gazetted mangrove forest reserve.

Meanwhile, Wetlands International Malaysia director Dr Sundari Ramakrishna said it would be a step forward to have the Kuching Wetlands National Park as a Ramsar site, but efforts must be made to create a buffer zone to protect the area.

“There needs to be a buffer zone of at least 50m around the park so that any future development or oil palm plantations near the park won't affect its ecology and biodiversity.

“There also needs to be proper and sustainable management of the area as it is rich in a flora and fauna, including hornbills,” she said yesterday.

She said it was important to preserve the multi-functional mangrove forests as it not only acted as a nursing and fishing ground, but also protected coastlines from erosion and possible tsunamis.

Naim gets a boost from positive news
BY HARI RAJ

NAIM Cendera Holdings Bhd's recent announcement that it had received three letters of intent (LOIs) has hiked interest in the company.

Naim has garnered a sizeable reputation in East Malaysia following the success of its property developments, which include Bandar Baru Permyjaya, Desa Ilmu and the upcoming Desa Sungai Kuap, but its recent announcements have thrust it even more into the public eye.

Obviously, the news looks good – but what do these projects mean to the company?

Two of the LOIs are for construction projects, namely the relocation of a police camp to a new site at Jalan Batu Kawa and the construction of the proposed Bengoh Dam in Kuching. Together, these two projects are estimated to be worth RM550mil.

Kamarulzaman Hassan, a senior analyst with Avenue Securities, expects the recently secured LOIs to almost double the value of Naim’s order book – sufficient to sustain its construction earnings for the next three to four years. He adds that most construction deals in Sarawak are conducted on a negotiated basis as opposed to a direct tender, which translates into healthier margins.

According to Affin Securities, the two construction LOIs will provide a substantial boost to Naim’s order book, increasing its total contract value from RM877mil to RM1.43bil. Meanwhile, Naim’s outstanding job value has grown to RM1.2bil from end-2004 estimates of RM650mil. Over the next two to three years, Affin expects the police camp and Bengoh dam projects to contribute a net profit of RM32mil and RM27mil respectively.

The house adds that there is the potential for spin-off developments from Naim’s property development activities if Naim gets paid partly in land for the police camp project. This is likely, as part-cash, part-land payments are increasingly in vogue in Sarawak. Any land received would add to Naim’s existing 3,325-acre landbank.

Naim also received a LOI from Sarawak’s Finance and Public Utilities Ministry regarding the preparation of a feasibility study for the privatisation of the greater Kuching region’s raw water supply – a project that is expected to be worth between RM6bil and RM9bil over a concession period of 25 to 30 years. The study, which is exclusive to the company, requires it to submit a comprehensive proposal by March 12, 2006.

Fiascos built in the name of art

ON THE BEAT WITH WONG CHUN WAI
IT’S outrageous. Malaysians who read about the RM300,000 beautification project in Penang, which included man-made hibiscus structures, have plenty of reasons to be infuriated.

Instead of planting real hibiscus, the national flower, the Penang Island Municipal Council has decided to put up artificial alternatives – grey plastic cylinders with a white hibiscus motif, topped by an aluminium hibiscus.

The structures at the Jalan Udini roundabout have become a source of embarrassment because most Penangites think they not only look ugly but look rather obscene.

And these artificial hibiscus are among the first sights that greet motorists as they drive from the Penang International Airport and the Penang Bridge.

To be fair, such wastage of public funds by the local governments is not confined to the Penang Municipal Council. Malaysians who have travelled around the country would attest to similar fiascos in the name of art.

In Petaling Jaya and Kuala Lumpur, one can find fountains that no longer function, presumably because it is just too expensive to repair them, or just a case of plain negligence.

The Subang Jaya Municipal Council, easily one of the richest councils, spent RM3mil more than three years ago to put up the Millennium Park in SS13 despite much criticism.

The council promised that it would be a top-class attraction but the park predictably became a top-class fiasco within two years after it was built in 2001.

A check by The Star in January found that the ponds had become stagnant, the Balinese-style cascades had run dry and the once-golden bird statue had turned drab grey. Worse, the toilets were filthy. The multi-purpose hall was littered with construction debris and looked more like an abandoned place.

The ratepayers have been proven right. Because of poor maintenance and the fact that residents largely ignored it, the park had to be closed down.

The council has handed the park to a private company with promises of turning it into a “happening place” which will also include a food court.

Well, as Subang Jaya assemblyman Datuk Lee Hwa Beng said, at least the council would be able to collect rental from the company but I have my reservations about the project.

But the damage has been done. The RM3mil could have been used for more useful projects including improving roads, pathways and installing more street lights.

The council did not get its priorities right and RM3mil has gone down the drain as a result of poor planning. I doubt whether any official has been hauled up to give an explanation for the dismal failure.

Over the past few years, local governments have come under scrutiny from ratepayers who know their rights better. They want to exercise their rights and they expect the councils to perform their duties effectively.

Running a council is not an easy task, especially in major towns, but civil servants entrusted with the responsibilities have to implement good governance.

Instant beautification projects are seldom successful. According to those familiar with the approval of such projects, they are often the decisions of the executive officer, the landscaping committee or councillors who propose the ideas.

The ideas are seldom brought up at the full council meeting and, as a result, even the councillors may not be aware of such projects until it is known to the media, which may highlight it. Or worse, after they are implemented.

They could be projects recommended by landscape companies or ideas borrowed from overseas after a study tour by council officials, who assume they can be equally appealing here.

But in all fairness, there are also good ones. The two City Halls in Kuching have impressed many Malaysians who visited the state. The streets and even the alleys in Kuching North and South are clean and properly maintained.

Our councillors do not have to travel far to study good ideas. They can get basic ideas, with plenty of common sense, from Kuching.

That is why I was a little disheartened when a retired senior Kuala Lumpur City Hall official told me recently that he had never visited Kuching.

We expect our Datuk Bandar and council presidents to be sensitive to the needs of the people. Ratepayers are not stupid. They know how to appreciate a municipal or a city that is well run.

Low valuation, dividends make Ibraco attractive

BY SHILING WOON

IBRACO Bhd is attractive due to its low valuation and expected generous dividend payout, said Netresearch-Asia Sdn Bhd in a report.

揟he group appears to be headed for a busy time ahead, with RM360mil worth of development projects scheduled to start between financial years 2005 and 2006, and having just launched RM157mil projects in 2004,?the research outfit said.

Netresearch expects the Sarawak property developer to sustain its record profits of fiscal 2004 in 2005 and 2006 owing to the still healthy demand for its properties. There was room to upgrade forward earnings, as Netresearch said it had not factored in development profits from land acquired under its option agreements.

Netresearch expects Ibraco to make a net profit of RM21.5mil on revenue of RM177.1mil in the current year to Dec 31. Last year, it posted revenue of RM131.7mil and net profit of RM20.3mil.

In the current year, the company plans to launch four projects, comprising 445 residential and 34 commercial units, with a gross development value of RM176mil.

On Ibraco's ongoing Tabuan Jaya Baru, Netresearch said the 430-acre township was expected to be the main profit contributor over the next few years, given the size of the project.

According to Netresearch, Ibraco has a total land-bank of 900 acres, of which 184 acres are being developed.

The remaining 716 acres should be sufficient to sustain the group's current pace of development for the next eight to 10 years. Development approvals had been received for 500 acres, including the area currently under development, the research form said.

Chief executive officer Yong Siew Kat said Ngiu Kee would be the mall's anchor tenant and would offer over 70,000 items, including fresh produce, health and beauty products, toys, clothing, electrical appliances and hardware do-it-yourself products.

“Over 90% of the supermarket products will be sourced locally and the balance from Peninsula Malaysia, China and Australia. For the department store, almost 100% of the products will be sourced from Peninsula Malaysia, China, Hong Kong, Thailand and Vietnam,” she added at a tenancy agreement signing ceremony between Ngiu Kee and Polar-Link Sdn Bhd, the developer of the Samajaya Shopping Mall in Kuching yesterday.

Polar-Link was represented by its chairman Lau Swee Nguong at the signing ceremony.

The mall, which is expected to be ready in June next year, will have a built-up area of 250,000 sq ft, comprising 20 shoplots, 20 promotional areas and some 500 parking lots. Yong said the mall would introduce the concept of retail and entertainment through a series of activities for shoppers.

Ngiu Kee, which now operates 10 departmental stores in Sarawak and one in Sabah, expected to open its first hypermarket in Miri in two months.

“We have targeted, as a long-term plan, to open at least one hypermarket a year for the growth of the company. The plan is to open hypermarkets in Sibu, Bintulu and Kota Kinabalu,” Yong said. To support the growth of the local retail industry, Ngiu Kee would form strategic partnerships with local suppliers with manufacturing base to produce its own brands of products, she said.

Polar-Link to build Kuching’s biggest walk-up apartment

POLAR-LINK Sdn Bhd is developing Kuching's single biggest four-storey walk-up apartment project with 784 units, in the new growth Samajaya area.

The project is located near the Samajaya Free Trade Zone, home to Sarawak's hi-tech industries.

Polar-Link director and general manager Paul Chiu said the proposed Samajaya Apartment project would be completed in three years. “Each unit has a floor area of 700 sq ft with three bedrooms.

“The design deviates from conventional apartments, and all the units have a corner view to provide good ventilation,” he said in Kuching yesterday after the project launch by company chairman Lau Swee Nguong.

The units are priced from RM79,990 to under RM100,000 each. Next to the apartments, Polar-Link is building a shopping mall, which will be one of the biggest in Kuching.

The company has signed up Ngiu Kee Corp (M) Bhd, Sarawak's oldest and largest department store chain, as anchor tenant for the mall.
