传柏华嘉厂房将重启 恢复50%产能

（吉隆坡8日讯）市场传柏华嘉控股（PERWAJA，5146，主板工业产品股）的，钢铁厂房“重启计划”（Restarting Programme）已进入最后阶段，将在近期内恢复运作。

《The Edge》引述消息人士谈话报道，该公司位于登嘉楼甘马挽的厂房将进行重启计划，该厂房之前因无法偿还国油公司与国能的高额电费，因此暂停运作。

消息人士说，柏华嘉控股将在近期恢复运作，但这并不意味着该公司财务状况已恢复，或以往的损失不计，该厂房在重启后也不会全面投入运作，预计只会恢复50%的产能。

至截稿前，柏华嘉控股并未回应媒体询问。

须寻财务资源

分析员指出，该公司并未渡过难关，虽然电力供应恢复，但该公司也必须寻找财务资源以支撑重启后的厂房营运。

柏华嘉控股的厂房可生产150万公吨的直接还原铁（DRI），以及130万公吨的长钢半成品。

位于甘马挽的厂房自去年第三季起就已暂停运作，在今年2月，该公司与国油和国能达至协议，后者将恢复厂房电力供应。

被列为PN1与PN17公司的柏华嘉控股，银行户口已遭冻结，该公司的钢铁冶炼厂和直接还原铁厂房均暂停运作。

（吉隆坡29日訊）油電供應縮減導致零生產及低銷量，柏華嘉（PERWAJA,5146,主板工業產品組）截至2014年6月30日止3個月淨虧損2億6千559萬4千令吉。

柏華嘉18個月淨虧損報9億2千161萬8千令吉。

柏華嘉3個月營業額1億8千717萬令吉，18個月營業額11億零569萬2千令吉。

錦記鋼鐵虧1.21億

控股公司錦記鋼鐵（KINSTEL,5060,主板工業產品組）業績也惡化，截至2014年6月30日止3個月淨虧損1億2千171萬9千令吉，18個月淨虧損擴至4億2千149萬4千令吉。

3個月營業額1億5千214萬5千令吉，18個月營業額16億5千766萬5千令吉。

兩家公司發文告表示，把12月31日止財政年更換至6月30日，2013年1月1日起至2014年6月30日止財政年共計18個月。

柏華嘉於2013年11月26日列為PN1及PN17公司，須在12個月內提呈重組計劃，目前已在規劃債務重組計劃。（星洲日報／財經）

公積金局起訴柏華嘉

（吉隆坡2日訊）柏華嘉（PERWAJA，5146，主要板工業）接獲法庭傳票和公積金局發出的訴狀，以索取總數值463萬令吉未為雇員支付的公積金及利息。

對此，柏華嘉具有14天時間出庭受審，並訂在9月24日于瓜拉登家樓過堂。

有關律師已在1965年公司法令第176（10）條文下獲得限制令並起訴柏華嘉。

柏華嘉向馬證交所報備，會對此案進展作出宣布。【中国报财经】

企业达人：方天兴华团心一呼百应 锦记收废铁成钢铁翘楚

丹斯里拿督斯里方天兴，是马来西亚中华大会堂总会（华总）大马华社最高机构———第四任总会长。

自2009年在竞选中脱颖而出后便尽心尽力，克尽所能为华人争取权益。

许多华社活动中，总少不了方天兴的身影，有人甚至形容他拥有一颗“华团心”，所讲的话，所做的事，都会以华社华团为出发点。

方天兴无疑是为华社立下许多功绩的华总会长：关丹独中、华总大厦、民族团结、重振兴革运动、马中关丹产业园……无一不是对华社带来莫大好处的举措。

方天兴于1948年出生在彭亨关丹的一个贫穷家庭。在12个兄弟姐妹中，他排行老二。贫困的家境迫使他从小跟随父亲四处收购废钢破铁。

童年就像《酒干倘卖无》

他自嘲：“我的童年就像一首《酒干倘卖无》。”

他透露，有时拮据起来就以盐捞饭，因为只有几块钱充作一家12口的膳食费。不过他积极乐观，认为吃过真正的苦，才能感受甜的滋味，这样的人生才有意义。这样的环境，培养起他的毅力与坚韧，一步一脚印地迈向白手兴家的目标。

1967年，其父亲方锦机逝世，19岁的方天兴毅然挑起养家的担子，继承父亲创办不到3年的“锦记机构”。

接手生意后，他一反父亲过去传统的经营手法，主动出击，每天驾着罗里到处找生意。

“废铁生意不会自动送上门，必须自己去找，化被动为主动。”

20岁赚第一桶金

方天兴20岁那年，凭着真诚与率直的真性情，赚得了人生第一桶金。

他回忆，那一次是在龙运（Dungun）的一个竞标会上，对象是一名洋人。洋人一再在废铁投标的价钱上得寸进尺，让他感到愤怒，在按耐不住情绪之下，他破口大骂对方不守信，结果对方老羞成怒，把他赶了出去。

“当晚我的情绪平伏下来后再三思，发现自己犯下做生意的大忌，并且想起百忍成金这句古哲。”

第二天，他准备好礼物后便登门向对方道歉，然而却遭对方拒于门外。

不过，方天兴并不轻易放弃，在门口守了一个晚上，终于以诚意打动对方，不但成交生意，还交了这位朋友。

获柏华嘉废铁回收权

方天兴过后还和韩国人、日本人有生意来往，诚与信使他遇山过山，排除万难。

后来方天兴经过多重波折，成功标得了柏华嘉钢铁（Perwaja）的废铁回收权，和这家官联公司结下了缘分。

2002年在吉隆坡股票交易所主板上市的锦记钢铁在2005年收购了柏华嘉钢铁。

从跟柏华嘉收购废铁到反收购柏华嘉公司，方天兴感到无限的感慨。

他认为天道酬勤，只要有恒心，待人以诚，皇天是一定不会负他的。

相士断言必当会长

除了生财的事业，方天兴的另一个人生重大的事业是社团事业。

不得不提方天兴十五岁那一年的一段趣事。妈妈带方天兴到街上找相士看命。奇怪的是，看相的一定要收25令吉才肯为他批命，而对一般的人却只收5令吉。

“当时家里很穷，25令吉是个大数目，所以当天我没有看到相就回家。可是母亲却不死心，认为当中必定有玄机。她为了让我看相，把家里的鸡卖了，凑足25令吉。”

“后来这相士说我命好，以后一定出人头地，还会成为会长。”

方天兴从永春会馆开始参与社团活动，再到福建会馆、华联青、彭亨华团联合会主席、中华工商会长、大马五金机械建材商总会会长、华总署理总会长到华总会长，果真被相士言中了。

方天兴表示，他从来都是抱着一颗“服务华社”的“心”参与社团。

“参与社团要做出很大的牺牲。而且在那个时候，我的事业还处在萌芽期，要两者兼顾真的很不容易。”

凭着一颗欲为华社出力的心，2009年，方天兴登上了华团机构的巅峰，成为华总总会长。

在其位，谋其事。坐在这个位置，方天兴使命感倍增，劳心劳力为华社出力。其中成功申请设立彭亨州的第一所独中———关丹独中。

“对于此事我问心无愧，功过让后人去评定，只求做好本份。这是经过千辛万苦争取回来的，我们应该珍惜。”

华总大厦 华社精神

华总大厦亦是方天兴的心血之作，他的诚意，用心良苦加上人缘好，一呼百应，出钱出力，从零到有，目标6500万指日可待。

他认为这是华社的骄傲，也从此可以看出华社并非不团结，只是过去没有人好好推动。

华总大厦坐落新街场大道旁，占地28万余平方公尺，楼高12层，华总将使用其中一层作为办事处，其余楼层将出租予其他商家或企业使用。大厦内有一座多元用途大礼堂、华裔文物馆、大讲堂等，以突出中华文化色彩。

从小地方长大的方天兴一登龙门成为华社翘楚后，致力于促进民族团结，方天兴因身为马来西亚人而感到骄傲，他呼吁大家珍惜这个美好的家园。

“大马在东南亚算是很不错的国家，政治稳定，天然资源丰富。华人聪慧，必能找到生存之道，有立足之地。我也希望在任内看到华团大团结，不要再各自为政。”

谈到遗憾，方天兴认为他本身最大的遗憾就是太忙了，没有给自己和家人保留更多的时间。

方天兴整天为生意，为社团而忙碌，其实他也懂得忙里偷闲，不但追看连续剧，而且一边看一边踩踏原地自行车健身，这也是其一直保持着标准身形及年轻外表的其中一个原因。

延遲提交6月底審計財報 錦記鋼鐵柏華嘉復牌跌

（吉隆坡3日讯）锦记钢铁（KINSTEL，5060，主要板工业）与柏华嘉（PERWAJA，5146，主要板工业）宣布延迟提交截至2014财年6月底经审计财务报表，双双早盘暂停交易一个小时，复牌后告跌。

这两家公司在上午9时至10时暂停交易，在恢复交易后股价走势波动不大。

锦记钢铁以22仙复牌，早盘休市报21仙，跌1.5仙；截至下午4时半报21.5仙，跌1仙，成交量300万1900股。至于柏华嘉以12.5仙恢复交易，休市平盘挂13仙；截至下午4时半，柏华嘉报12仙，跌1仙，成交量52万1000股。

上述2家公司向马证交所报备，目前与审计师敲定一些审计项目，包括有关重估公司固定资产，因此无法在10月30日截止日期前呈交2014财年截至6月底财报。该公司目前正在总结固定资产重估项目，预计将在11月14日前呈交经审计财务报表。

假设锦记钢铁和柏华嘉无法在11月7日呈交经审计财务报表，双双将在11月10日开始暂停交易。

锦记钢铁在8月时曾公布未审计财报，截至2014财年6月底营业额录得1亿5214万令吉，净亏1亿2171万令吉。柏华嘉同时期业绩表现，其中营业额为1亿8717万令吉，净亏高达2亿6559万令吉。

无法呈业绩　锦记柏华嘉10日停牌

（吉隆坡4日讯） 锦记钢铁（KINSTEL，5060，主板工业股）和柏华嘉控股（PERWAJA，5146，主板工业股）今日齐齐通过文告宣布，由于无法呈交业绩（截至6月30日止）与大马交易所，因此料在11月10日开始停牌。        

根据文告指出，根据上市条例9.28（5）主板LR显示，如果上市公司无法在截止日期后的5个交易日交出財报，大马交易所可以对其採取暂停交易或停牌举措。

有鑑於此，锦记钢铁和柏华嘉控股在11月7日期限前，如果在最后期限仍无法交出財报，则在下个交易日，即11月10日早上9点正式停牌。如果在进入停牌后的6个月，该上市公司依然无法呈交財报，大马交易所將有权力对该公司採取除牌举措。

隨著这项消息出炉，锦记钢铁和柏华嘉控股今日股价纷纷下滑，分別全天跌2.5仙，或11.90%和1仙，或8.33%，掛0.185令吉和0.11令吉，成交量为981万6200股和252万9100股。【东方网财经】

虧損差距32%‧柏華嘉：減記及疑賬撥備

債務或削降‧柏華嘉須覓新股東注資3億

（吉隆坡22日訊）負債累累的柏華嘉（PERWAJA,5146,主板工業產品組）呈交合理化計劃截止日為本月25日，消息指該公司正尋求展延3個月，以推出綜合重組計劃，並可能需要引進新策略投資者注入約3億令吉新資金，讓公司暫時度過難關。

消息說，這3億令吉用作重購原料、重新營運和完成鐵礦石球團廠；該公司也可能要求債權人削減22億令吉債務的攤還。

目前要大股東錦記鋼鐵（KINSTEL,5060,主板工業產品組）和MAJU集團出資並不容易，合理化計劃可尋求新投資者注入新資金。

或面臨清盤窘境

消息說：“除非進行重組，這家曾由政府擁有的公司，極為可能面臨清盤窘境。”

新大股東可能要求公司管理權，這樣一來現有股東結構會變動，管理層將會出現變更。

丹斯里方天興持有的錦記鋼鐵，現持有柏華嘉37.3%股權（未包括可贖回可轉換擔保債券可增加持股），丹斯里阿布沙希控制的MAJU集團則持股31.8%，後者也在錦記鋼鐵持股15.82%。

引進新大股東，可能讓方天興失去管理權。

不過，以現有的經商環境，引進大股東不容易，除非政府支持；同時，價格也是問題，一旦銀行同意減債，本地其他鋼鐵公司可能有興趣，因為柏華嘉的資產良好，只需要一位資金雄厚的股東，可以讓公司渡過現有困境，等鋼鐵業轉機。

柏華嘉位於登州甘馬挽鋼鐵廠自去年8月已經停止營運，情勢非常嚴峻。與此同時，柏華嘉仍付薪予2千名工人另加每月450令吉津貼，等待轉機。

然而，這樣苟延殘喘也難以為繼，因現金短絀，且債高於資產；截至6月30日該公司資產減至1億8千零900萬，目前負債則達19億令吉。

要求債權人削減攤還額

該公司有擔保債權者料對其8億5千萬債務削減20%，債券人為興業、渣打、華僑銀行和科威特金融機構（KFH）；無擔保債務料砍一半債務，這包括國油天然氣費2.75億、國能電費1.77億、政府2億，其餘2.45億令吉。

鋼鐵廠仍全面停產‧柏華嘉首季虧4494萬

（吉隆坡28日訊）旗下鋼鐵廠目前仍全面停產中的柏華嘉（PERWAJA,5146,主板工業產品組）業績繼續失血，截至2014年9月30日止第一季再淨虧4千493萬5千令吉。

另外，柏華嘉首季僅寫下177萬1千令吉營業額。

柏華嘉因把財政年更改至6月30日，故無前期比較數據。

該公司董事部透過文告指出，低營收和營運虧損主要因零產量和銷量偏低，旗下鋼鐵廠全面停產是由於天然氣和電力供應遭國家石油（Petronas）和國家能源（TENAGA,5347,主板貿服組）阻斷，造成公司無法取得所需的營運資本來恢復生產。

“公司去年11月遭交易所列為PN17陷困公司，需在12個月內提交重組申請，惟公司目前仍在擬定重組計劃中，並且已向交易所申請將限期延長至2015年3月，惟尚未獲交易所回覆。”

董事部補充，公司目前正進行債務重組活動，以期解決流通性問題，集團前景將取決債權人會否接受重組安排、與金融機構和大馬政府的洽談結果和重組計劃落實進度而定，因此相信前景將繼續充滿挑戰。

錦記鋼鐵虧3256萬

另一方面，同日公佈第一季業績的柏華嘉母公司――錦記鋼鐵（KINSTEL,5060,主板工業產品組），則寫下3千256萬3千令吉淨虧損，營業額則為7千884萬6千令吉。

該公司董事部解釋，繼續蒙受虧損主要因銷售虧損和營運成本走高。

資產重估盈餘8562萬

與此同時，錦記鋼鐵也宣佈重估旗下廠房和設備價值，並取得8千561萬8千令吉重估盈餘（扣除稅務和少數權益後）。（星洲日報／財經）

該公司針對有報導指柏華嘉私人有限公司將裁退1500名員工和關門大吉一事作出澄清，公司自2013年8月已削減天然氣和電力供應，並在停止運作后執行全公司裁員計劃。

柏华惹拖欠员工917万公积金

（吉隆坡23日讯）柏华惹（甘马挽）钢铁厂私人有限公司，因为拖欠员工917万令吉的公积金，面对公积金局採取法律行动。

公积金局基於柏华惹在2013年8月至2014年9月，拖欠公积金数额高达917万令吉，决定对付这家公司。

该局准备通过刑事及民事诉讼双管齐下，对付该公司董事。

公积金局营运组副首席执行员拿督纳因达鲁威指出，公积金局已完成关於这家公司的调查，並决定採取法律行动。

他今日发文告指出，这家公司已明显违反《1991年公积金法令》第39条文。

对付拖欠公积金公司

（吉隆坡24日訊）錦記鋼鐵（KINSTEL，5060，主要板工業） 兼柏華嘉（PERWAJA，5146，主要板工業）股東頻密買賣公司股權，身兼兩家公司的董事經理丹斯里方天興，先增持錦記鋼鐵持股，后透過私下交易脫售柏華嘉3170萬股持股。

兩家公司今日分別向馬證交所報備，方天興曾在今年2月24日至27日期間，脫售錦記鋼鐵1680萬股持股，同日（27日）內增持1000萬股持股；最近一次增持錦記鋼鐵股權是在上週三（17日），共買進22萬股持股。

目前，他在該公司直接持股5.8%或6045萬 5495股。

根據柏華嘉報備文件，方天興分別在上週五（19日）與本週一（22日），以每股5仙及5.5仙私下脫售該公司共3170萬股持股，目前直接持股達0.55%或306萬1200股。

（吉隆坡28日訊）鋼鐵爐已冷卻途經東海岸，可見聳立於登州甘馬挽的柏華嘉（PERWAJA,5146,主板工業產品組）鋼鐵廠。正是在這裡，前首相敦馬哈迪於30年前將大馬帶入重工業的首步。

“絕大部份的先進國家都擁有鋼鐵領域。這非常關鍵，也是為甚麼我們成立了柏華嘉。”馬哈迪在較早前受《The Edge》訪問時如此表示。

“遺憾的是，我們沒有管理柏華嘉的能力，並犯下了數個失誤，當中包括在吉打莪崙（Gurun）設廠以生產鋼筋等等。”

柏華嘉的高素質鋼鐵本應要助大馬的汽車業及建築業降低對進口的依賴，而這一宏願在某個時期看似可行。柏華嘉在高峰期的年產量幾乎達到150萬公噸，比任何一個本土業者都要高。

然而，該鋼鐵廠今時今日已毫無煙火。廠內的熔爐已經冷卻了長達17個月。

柏華嘉董事經理丹斯里方天興在2006年於鋼鐵週期的高峰通過錦記鋼鐵（KINSTEL,5060,主板工業產品組）收購了柏華嘉51%股權，並在高鋼鐵價下享受盈利至2008年。不過，對他來說，柏華嘉為他帶來了名利，但也成了他沒落的禍根。

柏華嘉負債22億

在大宗商品的狂歡派對結束後，陷入全球鋼鐵供應過剩的柏華嘉，必須借貸鉅款來讓其繼續營運。截至2014年9月止，該公司的債務已經達到22億令吉。

坐落於甘馬挽的鋼鐵廠也早在2013年8月，因無法償還賬單，而被國油與國能切斷天然氣及電流供應，被逼停機。

欠僱員公積金917萬

柏華嘉截至2014年9月手上的現金只剩下753萬令吉，相較於去年同期的1千218萬令吉。更甚的是，柏華嘉因無法支付917萬令吉的僱員公積金，而遭僱員公積金局採取行動對付。

進行債務重組

錦記鋼鐵和柏華嘉在去年9月已向企業債務重組委員會（CDRC）求助，以便能夠與債權人調解讓其重組債務。

在重組建議之下，獲擔保的債權人將削減20%的債務，而未獲擔保的債權人則將削減50%債務。

根據知情人士透露，絕大部份的債權人都已經原則上答應這些條款。考慮到另一選項――清盤，只會收回約6億令吉，這一決定並不算意外。

此外，在重組計劃下，通過錦記鋼鐵持有柏華嘉的方氏家族可能將失去該公司的管理權。錦記鋼鐵在聖誕節前夕脫售了柏華嘉5.66%股權，是自後者上市以來首次售股，進而將錦記鋼鐵的持股率從37.34%降低至31.68%。

消息指出，柏華嘉將需要新的投資者通過配售與附加股注入3億令吉，並須留意新股東股權不可觸及33%水平。若錦記鋼鐵沒認購該附加股，其持股率或將被顯著地稀釋而不再成為最大股東。新投資者也有可能要求公司管理權，作為注資的條件。

柏華嘉目前眼前最大的障礙還是必須說服交易所，有關其重組計劃的可行性。該公司已在本月初呈交該計劃，若遭拒絕則將踏上漫長的清盤之路。（星洲日報／財經‧The Edge專版）

负债累累的柏华嘉（PERWAJA,5146,主板工业產品组）呈交合理化计划截止日为本月25日，消息指该公司正寻求展延3个月，以推出综合重组计划，並可能需要引进新策略投资者注入约3亿令吉新资金，让公司暂时度过难关。

消息说，这3亿令吉用作重购原料、重新营运和完成铁矿石球团厂；该公司也可能要求债权人削减22亿令吉债务的摊还。

目前要大股东锦记钢铁（KINSTEL,5060,主板工业產品组）和MAJU集团出资並不容易，合理化计划可寻求新投资者注入新资金。

或面临清盘窘境

消息说：“除非进行重组，这家曾由政府拥有的公司，极为可能面临清盘窘境。”

新大股东可能要求公司管理权，这样一来现有股东结构会变动，管理层將会出现变更。

丹斯里方天兴持有的锦记钢铁，现持有柏华嘉37.3%股权（未包括可赎回可转换担保债券可增加持股），丹斯里阿布沙希控制的MAJU集团则持股31.8%，后者也在锦记钢铁持股15.82%。

引进新大股东，可能让方天兴失去管理权。

不过，以现有的经商环境，引进大股东不容易，除非政府支持；同时，价格也是问题，一旦银行同意减债，本地其他钢铁公司可能有兴趣，因为柏华嘉的资產良好，只需要一位资金雄厚的股东，可以让公司渡过现有困境，等钢铁业转机。

柏华嘉位於登州甘马挽钢铁厂自去年8月已经停止营运，情势非常严峻。与此同时，柏华嘉仍付薪予2千名工人另加每月450令吉津贴，等待转机。

然而，这样苟延残喘也难以为继，因现金短絀，且债高於资產；截至6月30日该公司资產减至1亿8千零900万，目前负债则达19亿令吉。

要求债权人削减摊还额

该公司有担保债权者料对其8亿5千万债务削减20%，债券人为兴业、渣打、华侨银行和科威特金融机构（KFH）；无担保债务料砍一半债务，这包括国油天然气费2.75亿、国能电费1.77亿、政府2亿，其余2.45亿令吉。

柏华嘉要续经营，还需供应商，诸如国油和国能支持。

該公司向馬證交所報備，隨著錦記鋼鐵（KINSTEL，5060，主要板工業）減持柏華嘉股權至31.25%，並辭去管理層職務，因此柏華嘉不再是錦記鋼鐵子公司。

該公司是通過公開市場，以182萬令吉脫售柏華嘉6.09%股權，或達3410萬股股票。這批股票平均以每股5.3仙易手，相較12月19日至30日的閉市價為4.5仙至8.5仙之間。

同時，柏華嘉執行主席王智桐（譯音）亦辭去主席職位，但留任公司非獨立非執行董事，辭去職務原因為優化董事局架構。

方天興淡出‧柏華嘉錦記平盤收市

（吉隆坡2日訊）錦記鋼鐵（KINSTEL,5060,主板工業產品組）將在柏華嘉（PERWAJA,5146,PN17公司）的持股減少至31.25%，並放棄在柏華嘉的控制權；因此，柏華嘉往後將“降格”成為錦記鋼鐵的聯號公司，不再是子公司，兩家公司股價週五無甚反應。

其中，錦記鋼鐵股價全天在14.5至15仙水平波動，終場以15仙平盤掛收，成交量35萬5千股；柏華嘉則以5仙閉市，無起落，成交量67萬3千700股。

錦記鋼鐵在本週三發佈的文告顯示，錦記鋼鐵是在去年12月19日至30日期間，以約182萬脫售柏華嘉6.09%股權，總持股因此降低至31.25%，加上6名董事代表同步辭職，及原任董事經理方天興和執行主席拿督翁詩同則轉任非獨立非執行董事，錦記鋼鐵已不再擁有柏華嘉的控制權。

目前仍苦於重組債務的柏華嘉，近年來因中國鋼鐵供過於求和鋼鐵價低迷而陷入財務困境，被貶為PN17公司，去年更因無力償還天然氣和電力欠款而遭國家石油（Petronas）和國家能源（TENAGA,5347,主板貿服組）停止供應燃料，造成旗下廠房全面停產。

由於廠房停產，柏華嘉業績繼續失血，截至2014年9月30日止第一季再淨虧4千493萬5千令吉，營業額則只有177萬1千令吉。

目前，錦記鋼鐵仍在進行債務重組活動，以期解決流通性問題，該公司董事部在最新業績中強調，債權人會否接受重組安排、與金融機構和大馬政府的洽談結果和重組計劃落實的進度，對公司前景至關重要。（星洲日報／財經）

He started his legal career in 1991 after he was called to the English Bar (Lincoln’s Inn) in 1990 and admitted to the Malaysia Bar in 1991. He first set up the law office of M/S Gan Ping Sieu & Co in 1993 and thereafter the law office became a partnership law firm in 1995. The partnership law firm has since developed into a legal practice with 6 partners and 10 consultant and legal associates providing comprehensive legal services in the State of Johor and Kuala Lumpur, Malaysia. In his 20 years of active legal practice, Mr Gan has been extensively involved in corporate conveyancing, banking, corporate restructuring, merger & acquisition, insolvency, commercial litigation, equity and property matters. He ceased legal practice for a period of 3 years when he was appointed as a Senator of the Malaysia Parliament and served the Government of Malaysia as a Deputy Minister in the Ministry of Youth and Sports of Malaysia from June 2010 to May 2013. Throughout his legal career, he also served in many NGOs, schools and companies. Other public sector services include serving as a municipal councillor, member of statutory board, special officer to the Chief Minister of Johor Malaysia and was an elected State Assemblyman (legislator) of the State of Johor from 2004 to 2008. He is now the co-president of Centre for Better Tomorrow (Cenbet), a civil society NGO championing moderation and good governance. He also hold the chairman post of Syariah Law and Policy Implementation Special Task Force of MCA, a ruling political party of Malaysia. The law practice of M/S Gan & Zul is currently undergoing a merger exercise with three (3) other law firms with the aim of expanding the law practice of M/S Gan & Zul to one that houses 28 legal practitioners with added expertise in litigation, corporate commercial and tax practices.
