Typhoon AESA
Typhoon?

http://en.wikipedia.org/wiki/Op%C3%A9ration_Harmattan
(OPERATION UNIFIED PROTECTOR)

Defence Minister Meets MPs
KUWAIT CITY, April 18: Kuwait is to test Rafale jets in June before making a final decision on buying the French-made warplanes, the defence minister was quoted as telling MPs on Sunday.
“The defence minister told MPs that the deal is so far in the early stage of offers and making the technical assessment by the ministry,” government spokesman Mohammad Al-Baseeri told reporters outside parliament.
“These will continue until June when the plane will be tested in Kuwait,” Baseeri, also communications minister, said after Defence Minister Sheikh Jaber Mubarak Al-Sabah had talks with parliament’s interior and defence committee.
“The defence minister also pledged that the deal will not be signed before completing all constitutional and legal requirements and after the deal passes through the Audit Bureau,” Baseeri added.
The meeting came after a number of opposition MPs last week threatened to grill either the prime minister or the defence minister if the multi-billion dollar deal was signed.
The opposition MPs claimed that technical assessment by the Kuwaiti air force has recommended against the deal, saying Rafale was technically inferior to other international aircraft and more expensive.
The chief of staff of the French armed forces, Admiral Edouard Guillaud, who was in Kuwait last week, defended the Rafale as one of the best jets in the world, saying talks over the deal are proceeding in complete transparency.
He said that France has proposed that Kuwait replace its old Mirage jets with the advanced Rafale and the Kuwaiti government asked to study the offer. Last month, Sheikh Jaber said the Rafale deal remained a priority.
Signed
In October, Kuwait and France signed a new defence agreement and discussed details of the Rafale deal.
During a Gulf tour in February 2008, French President Nicolas Sarkozy said discussions had begun with Kuwait on the sale of between 14 and 28 Rafales, which are made by Dassault Aviation.
Minister of Communication and Minister of State for National Assembly Affairs Dr Mohammad Al-Baseeri affirmed on Sunday that his government did not sign the deal on the French Rafale fighter jets.
“No decision has been made so far on the deal. What is going on is just an assessment process of the unbinding offers,” the minister told reporters here.
If the technical teams of the Ministry of Defense approve the deal, the fighter jets will conduct test flights in Kuwait’s very hot skies,” Al-Baseeri said.
The deal will pass through a financial assessment in the frameworks of the legal and constitutional regulations of the State Audit Bureau (SAB), he revealed.
“Today’s meeting aimed to remove all misinformation, rumors, and direct and indirect accusations relating to the deal which we see and hear on the mass media from time to time,” he said.
Praising the MPs for their keenness on the national interests of the country, Al-Baseeri said Sheikh Jaber and his team responded to the questions of the members of the parliamentary committee “in a transparent and sufficient way.” The law-makers voiced satisfactions about the minister’s clarifications and got reassured about the soundness of the possible deal, he noted.
“The government will provide to the committee with the technical information and reports about the progress of the deal in the coming months to enable the MPs to take part in the decision making,” Al-Baseeri pledged.
“Minister affirmed he is ready to attend any meeting with the parliamentary committee before or after finalizing all technical, legal, financial and administrative procedures of the deal,” he went on to say.
Regarding the privatization bill, which was passed in the first parliamentary reading recently, the minister said some amendments would be introduced to the bill in the light of the MPs’ observations.
“The government will discuss thoroughly the observations relating to the privatization of the oil sector. If it turned out that it is in the interest of the country to exclude this sector from privatization, we’ll do so; we are not against such measure in principle,” he added.
Praised
Meanwhile, Rapporteur of the National Assembly (parliament) committee on domestic affairs and defense MP Shu’aib Al-Mowaizri praised Sheikh Jaber for his cooperation with the MPs, and understanding of their positions.
He commended today’s meeting as “a full success,” saying: “It materialized the cooperation between the government and the parliament, which we hope to continue.” Al-Mowaizri took pride in his country’s special ties with France and the other friendly nations, adding: “Whatever the ties might be, we can never yield to any kind of political pressures which are against the national interests of Kuwait.” “Sheikh Jaber and his team responded to our questions in a transparent and honest way and assured that the fighter jets would be tested in June to verify their soundness and compatibility with Kuwaiti weather,” the senior lawmaker noted.
“The number of fighters in the possible deal and the related cost have yet to be known because the deal is still in progress,” Al-Mowaizri added.
Al-Baseeri confirmed the government will meet the committee again to present the technical and financial data once the evaluation process is completed and the ministry will not sign any dubious agreement.
Lawmakers Waleed Al-Tabtabaei and Jamaan Al-Harbash expressed their satisfaction over Sheikh Mubarak’s statement, especially since the Audit Bureau will assess the deal prior to the signing. “We will reject the deal if it is overpriced no matter how good it is,” he asserted.
Meanwhile, Al-Harbash stated that although the meeting was “positive and fruitful”, the ministry did not present one out of four already-completed technical reports to the committee.
“The ministry has not also replied to my questions on two pilots who were dismissed from the evaluation committee after submitting a negative opinion on the Rafale jet that they tested in France,” he told the reporters.
Al-Harbash, who spearheaded attacks on Sheikh Mubarak and accused the latter of signing the “suspicious” deal, pointed out the lack of response and reports from the ministry led to more questions, but the minister has vowed to provide the required data and reinstate the two pilots to the committee.

Kuwait denies discussing with France ‘Rafale’ deals
KCCI delegation meets French businessmen
PARIS, April 17, (Agencies): Kuwait Friday denied as “baselsss” reports published by news agencies that the Gulf state was discussing the purchase of 28 French Rafale jetfighters.
The reports “suggesting that Kuwait was discussing the purchase of 28 Rafale aircraft are baseless and we deny it,” said an official source, accompanying His Highness the Prime Minister Sheikh Nasser Mohammad Al-Sabah in his visit to Paris.
The visit of His Highness the Prime Minister of Kuwait Sheikh Nasser Al-Mohammad Al-Ahmad Al-Jaber Al-Sabah to France will serve to boost economic relations between the two countries, said Kuwait’s Minister of Commerce and Industry Ahmad Al-Haroun on Saturday.
Al-Haroun told KUNA that Sheikh Nasser affirmed to members of the French industrialist union that Kuwait was open to French investors, adding that Kuwaiti companies were willing to pursue business ventures with their French counterparts.
His Highness Sheikh Nasser briefed the French industrialist representatives about the business opportunities provided by the companies in Kuwait, said the minister.
The French industrialist union has around 800,000 members with most members representing major French companies.
Meanwhile, Thierry Courtaigne, deputy chairman of the union, lauded the Kuwaiti role in economic development, telling KUNA that French companies working in Kuwait were well aware of the Gulf state’s economic contributions at the Arab and international levels.
