Salcon profit set to improve significantly

By YEOW POOI LING

SUBANG: Salcon Bhd, which secured several local and overseas projects this year, expects significant improvement in earnings next year.

Chief operating officer How See Hock said the company would see full-year contribution from the new contracts in the financial year ending Dec 31, 2008 (FY08).

The projects secured included the RM9.9mil water project for Ladang Rakyat Trengganu Sdn Bhd in Kemaman, Terengganu; RM43mil non-revenue water (NRW) reduction programme for Negri Sembilan and RM183.4mil sewerage system project (phase one) in Kota Kinabalu, Sabah.

There is still a lot of potential locally as under the Ninth Malaysia Plan, the Government intends to cut the national NRW rate to 30% by 2010 against 38% in 2005. Under the National Sewerage Development Plan, a total of RM33bil is expected to improve sewerage infrastructure.

How See Hock

How told StarBiz in an interview that operation and maintenance works as well as NRW projects were more attractive than other water-related jobs, given their better margins.

Salcon's unbilled construction order book stood at some RM600mil, of which 80% was derived from local jobs while Sri Lanka constituted the remaining 20%, he noted.

Internationally, Salcon has also secured a contract worth RM73mil in Vietnam that involves construction and commissioning of raw and treated water transmission pipelines, as well as the RM124.6mil Batticaloa water supply project in Sri Lanka.

Revenue from concessions, which are termed as investments, was about 10% as construction activities are still the major contributors.

Nonetheless, the company anticipated contribution from investments to increase to about 30% in two to three years, How said.

Unlike Ranhill Utilities Bhd and Puncak Niaga Holdings Bhd, which hold domestic concessions, Salcon's water concessions are mainly overseas.

The company is one of the few water players active in China. It started its venture there on a cautious note with the first concession in Changle in 2005 that only had an initial capacity of 20 million litres of water per day (mld).

“Changle has done very well so far. Demand has increased to 30mld,” How said.

In September, Salcon secured its sixth water concession in China through a 65:35 joint venture between subsidiary Salcon Fujian (HK) Ltd and Nan An Government.

The RM172mil project was awarded by the Nan Ann Municipality in Fujian Province for a 30-year concession and is also Salcon's biggest in terms of size as the water plant has a capacity of 345mld.

It involves investment, construction, operation, management and maintenance of a 48km water pipeline to supply raw water to three coastal towns – Guan Qiao, Shui Tou and Shi Jing.

How said details of the project would be finalised in one to two months.

This month also sees Salcon's completion of the first phase of the Haining water plant with a capacity of 150mld.

As a result, contribution from Haining would flow in next year, How said, adding that the minimum take-off rate was 124mld.

The second phase, also at 150mld, was likely to begin construction within five years, he said.

Next, Salcon intends to penetrate the Indian market by setting up a subsidiary in that country. “We have good potential partners in India. It is not easy to penetrate the market as the tender process could be tedious and requires a long time,” How said.

India offered good potential as the government was looking at privatising the water and waste-water sector, he said.

He added that Salcon would approach major cities in India, such as Hyderabad, Bangalore and Bombay, unlike in China, where the company was targeting second-tier cities.

India is still a relatively new market, hence the lack of competition and pressure on prices.

“The water sector in India is centralised. Funding is from the federal government while the states have their respective laws and regulations,” he added.

Meanwhile, Salcon expects to “see some results in Indonesia by year-end” following the submission of proposals to two provinces in Sumatra.

22-02-2008: Salcon seeks extension to complete OCA buy

KUALA LUMPUR: Salcon Bhd has requested an extension of time to complete its proposed acquisition of 74.17% of Oriental Capital Assurance Bhd (OCA), Salcon told Bursa Malaysia on Feb 22.

“An announcement shall be made in due course on the development of the aforesaid proposed extension,” it said, but did not give reasons why it needed an extension.

On Aug 28, 2007, Salcon proposed to acquire a 74.17% stake in OCA from Maika Holdings Bhd for RM129.81 million or RM1.75 per share. The share sale agreement expired on Feb 22.

Its deputy chairman Datuk Goh Eng Toon had said the acquisition would capitalise on existing shareholders’ expertise and experience in the insurance industry and enable Salcon to enhance its earnings while providing stability and sustainability of long-term recurring income and revenue stream.

Salcon gets contract to supply treated water in China

Salcon Bhd, one of the leading water and wastewater service providers in the region, has won a 30-year contract through its wholly-owned subsidiary, Salcon Zhejiang (HK) Pte Ltd to operate and manage the supply of treated water to Haining with a population base of 900,000, in Zhejiang Province, China.

Under the deal, a new joint venture (JV) company Haining Salcon Water Co Ltd (HSW), 60% held by Salcon Zhejiang, will operate the project, supplying treated water in bulk to the state-owned Haining Water Supply Co, which continues to be responsible for downstream activities such as distribution and billing.

Salcon said HSW will produce, operate and manage an existing water treatment plant with a design capacity of 60,000 cu m/day which is currently operating at 70,000 cu m/day.

In addition it will construct a new water treatment plant of 300,000cum/day in Haining city,
The new treatment plant will be developed in two phases of 150,000 cu m/day each with the first phase, scheduled to be completed by end 2007.

Salcon Chief Operating Officer, How See Hock said the Haining contract, is projected to yield cumulative revenue exceeding RM1.2billion for the 30-year period.

The contract also marked a move towards more agreements with Chinese local governments, where currently the company is in talks for two more concessions by next year, with a capacity of 300 million litres per day (mld) each, which would expand its capacity in China to 1,000 mld.

Salcon, currently, owns water and wastewater concessions in Shandong, Yunnan and Zhejiang provinces in China, with a total daily treatment capacity of 400,000 cu m/day, providing services to more than two million consumers in these areas and manages more than 300km of pipelines.

Meanwhile, How said Salcon had tendered for jobs in turnkey design and water related construction projects in Vietnam, Sri Lanka and India.
In the domestic front, he said Salcon is confident of securing water related jobs, tendered under the Ninth Malaysia Plan.

Salcon unit starts work on plant in Chenggong
11 June, 2005

Water engineering services company Salcon Bhd’s joint-venture subsidiary Chenggong Salcon Water Co Ltd (CSW) has begun work to build a 20,000-cubic-metre a day (cu m/day) water treatment plant in China’s Chenggong County.

The plant, with 60,000 cu m/day upgrading potential, is the first SinoMalaysian joint-venture project in Yunnan Province and the second for Salcon in China.

CSW took over the operations and management of the existing 8,000 cu m/day water treatment plant in Chenggong on Wednesday.

It is already looking at expanding the capacity to 300,000 cu m/day by building a new plant in the near future.

Salcon Chief Executive Officer Datuk Lim See Teok said that the group is also looking at going into the wastewater treatment in Chenggong, similar to its wastewater concession in Changle Country in Shandong Province where it also has a 50-year potable water concession.
