我到过那里当义工。。那里是半岛最大片的海草床,除了那里,半岛其他地方都没有一个像样的海草床了。。那里也是海牛食物的来源。。请大家帮帮忙,献上你小小一份力。。

有兴趣的也可当义工。。有疑问可email那里的email link,或者问我也可以。。

紧急!!!!!!!

大家,前几天收到了SOS的email,这一片海草床将受到有史以来最大的打击。。
那里将建造一个工业区,砍伐大片红树林。。工业区的废水将会使到那里的生物消失。。
以下时我收到的email。。请大家帮帮忙。。

如果谁有心的话,请帮各位网友type出一封email,让大家copy paste,这样更能够鼓励大家给有关当局send comment。。
也鼓励大家forward这个讯息,让大家知道。。谢谢。。

A proposed development plan which involve the clearing of 2255 acres (913 ha) of mangroves at Sungai Pulai (near the Ramsar Site) for petrochemical
and maritime industries has its EIA open for public reviewing.

The types of industries proposed are shocking. They include the manufacturing of industrial gases, synthetic resins, paints, varnishes,
petro refinery, shipbulding and repair, chemical incinerator and harzadous waste, fertilizers and pesticides, rubber remilling and latex processing etc.

This is the intended rape of Sungai Pulai.

The EIA is open for public reviewing and comments starting 19 July 2007.
Please send in your comments as soon as you can. The EIA executive summary is attached with this email. Also attached is my general comments.
Alternatively you can also download the EIA report from the DOE website.

Your comments can make a difference. Pls spread the words as far as you can to the like-minded people.

Please prevent the rape of Sungai Pulai.

Comments on the Comprehensive Environmental Impact Assessment
(CEIA) of Petrochemical and Maritime Industries in Sg. Pulai, Johor
GENERAL COMMENTS

The way this project is proposed is truly destructive to the environment, particularly in an
ecologically sensitive area like Sungai Pulai. Several outstanding ecological
characteristics of Sungai Pulai must be highlighted:
i) Harbour one of the oldest mangrove forests in the world.
ii) Has the most extensive seagrass bed in the country
iii) Harbour the densest, endangered seahorse population in the country
iv) Evidence of dugong populations
v) Ramsar Site status recognized internationally for its uniqueness
vi) Three combined marine ecosystem in one estuary
vii) One of the most productive fish and shellfish nursery grounds

Considering the impact of the project infrastructure development, the clearing of 2,255
acres of mangroves, rivers reclaimations and bridges constructions will offset the
ecological limit of Sungai Pulai. The immediate impact will be heavy sedimentation and
siltation which will kill most aquatic life forms in the estuary and cause local extinction
to endangered species.

The type of heavy industries proposed (industrial gases, paints, varnishes, chemical
products, petroleum refinery, shipbuilding and repair, fertilizers and pesticides, rubber
etc) will cause long term, irreversible damage to the Sungai Pulai ecosystems. This will
be another sad episode of what had taken place at Sungai Johor near Pasir Gudang area.
In another river cleanup and restoration campaign, how much money will we then have to
spend on Sungai Pulai?

In economic context, the United Nation Development Programme (UNDP) reported that
the mangroves and seagrass’s contribution in woods and fisheries amounted to
USD215,000 per hectare per year. This translates to the economic loss of approximately
USD200 million per year through the clearing of 913 hectares of mangroves and
expected degradation of at least 30 hectares of seagrass associated with the project
development.

Will the country experience more loss than gains in the long run?
The Ramsar Convention argues that the ecological characters of a ramsar site must not be
altered and the countries which do not comply with the agreement will be listed on the
Montreux Record. This project will most likely put Malaysia on the record and tarnish
our country’s reputation.

Detailed Comments

ES-1 3: Statement of Need
Attract 10,000 jobs but causing thousands of unemployment among local
fishermen and fish traders around Sungai Pulai. Influx of immigrants to cater for
cheap labour. Creating socio-economic problems.

ES-2 4.3 Construction stage
From my knowledge, there are seagrass beds on the riverbank of Sungai Boh Kiri,
Sungai Chengkeh Besar and Sungai Dinar but the areas are not indicated in the
report. Excavation of interceptor drain, river training and construction of five
bridges across these rivers will likely affect the seagrass areas
.
ES-2 4.4 Operation and Maintenance Stage
Oil storage, ship building and repair, grit blasting, heavy metal fabrication will be
done on the fringes. These activities are highly unsuitable near the Ramsar Site in
the vicinity of less than a kilometer.

ES-6 Strategic Location
The narrow river mouth of Sungai Pulai and the cape at Tanjung Piai render
Sungai Pulai unsuitable to cater for intense shipping activities and as a world-class
port.
According to the World port ranking 2005, Port Klang is the only port in Malaysia
which made it into the top 15 while the rival Singapore port has consistently top
the ranking. Although the location at southern Johor is strategic, the topography
and sea bathymetry at Sungai Pulai are not.
With no convincing prediction of an increase in shipping activities in the future,
how will the proposed petrochemical and maritime industries be beneficial to the
country’s economy?

ES-6 Land Use Compatibility
The project site is located too near the Sungai Pulai Ramsar Site. At closest it is
only 450 m from the Ramsar border. Any development at this distance is
unacceptable not to mention heavy industries.
Mixed residential plantation area cannot serve as buffer zones. Sewage and
domestic waste will further degrade the Ramsar ecosystem. On the other hand, the
residential areas should not be located near the industries for health and safety
reasons.

ES-6 Conservation value of Area
The report did not argue about the wise use of Ramsar Site. It merely mentioned
about the trees being felled for wood.
According to Article 3.1 of the Ramsar Convention:
“The Ramsar wise use concept applies to all wetlands and water resources in a
Contracting Party's territory, not only to those sites designated as Wetlands of
International Importance. Its application is crucial to ensuring that wetlands can
continue fully to deliver their vital role in supporting maintenance of biological
diversity and human well-being.”
“The Montreux Record is a register of wetland sites on the List of Wetlands of
International Importance where changes in ecological character have occurred, are
occurring, or are likely to occur as a result of technological developments,
pollution or other human interference.” – Ramsar Information Paper No. 6
At present, there are 59 Ramsar Sites around the world which have suffered from
degradation hence listed on the Montreux Record. So far, Malaysia is clear from
the listing. However, the proposed development, with the colossal of heavy
industries and located too near the Ramsar Site, will likely put Malaysia in the
record and tarnish our country’s image if the development is launched.

ES-9 Sungai Pulai Ramsar Site
Dominant riverine mangroves along the fringe is Rhizophora apiculata and R.
macronata, not Avicennia lanata as stated in the report.
Seahorse species is Hippocampus kuda. In the report stated Hippocampus denise
which can only be found in deep water coral reef.
No mentioning about seagrass species and the Alligator pipefish, Syngnathoides
biaculeatus, which is also listed on the IUCN. Both found at the project site.
These obvious errors lend suspicions to the creditability of the impact predictions
and also the expertise of the consultants.

ES-10 Land conversion stage
The concern is sedimentation and siltation as a result of runoff after heavy rain.
913 ha will likely exceed the carrying capacity of Sungai Pulai.

ES-11 Dredging and drainage alteration
There is no mitigation measure proposed for this?

ES-11 Run-off and flood risk
Community members to maintain the interceptor drain and bund wall? This is the
weirdest statement in the report.

ES-11 During river training and dredging
Seagrasses are found on the slope of the riverbank of these rivers. Dredging
activities to deepen the channel will destroy the seagrass bed and hardly any
mitigation measures could be applied.
ES-12 Oil spill during site formation and maintenance dredging
Oil spill could drift to the Ramsar Site. No mitigation measures proposed for oil
spill.

ES-15 Land Conversion Clearing
The EIA claimed that the development site will not impact the Ramsar Area
because it has 500 m buffer zones.
In reality, the estuary is connected and water can flow with the rising and ebbing of
tides. Fishes and prawns migrate into the river to spawn and juveniles will move
out from the estuary upon reaching adulthood. Dugongs are known to calf their
young in the calmer river waters. There is connectivity for the non-living as well as
living things. Localized development will still cause adverse impact to the
ecosystem.

ES-15 Construction
Seagrass has specific habitat requirements e.g. depth, current pattern, water quality
etc. After dredging and reclaimation activities I’m afraid the suitable habitat will
no longer exist, therefore regeneration is unlikely.

ES-16 Operation
Waste water
Water can flow into the upstream of Sungai Pulai hence can certainly enter the
Ramsar Site, carrying waste residue from the industrial park. Otherwise how did
the saltwater intrude into the upstream at Sungai Gelang Patah?
There is no mitigation measures proposed in the report.

Grit Blasting
Blasting operations is proposed on the dry dock. However, when raining, heavy
metals will be drained into the river and accumulate in the food chain. Take lesson
from the Minamata disease occurred in Japan which left many residents physically
impaired.

Impact on aquaculture
The report should not make assumption of no adverse impact on aquaculture
without solid scientific proof.

Micro-climate change
The heavy industry will likely increase the local climate but it is not speculated in
the report.

Noise and odor
During the construction of Tanjung Bin project, the noise could be heard 3 km
away. Hence 500 m buffer zone is seriously inadequate.

ES-16 Socio Economic Impact
The report has overlooked the loss of fishing grounds for the fishermen and the
indigenous Seletar people who still carry out fishing at the project site.
The report did not present the fishermen’s views of the development. There is a
huge gap on the socio-economic aspects.

ES-17 Socio-harmony
Having housing and schools at the heavy industrial area would compromise the
residents’ physical health.

ES-18 Environmental Impacts and mitigating measures
No mitigating measures mentioned for endangered species like seahorse and
dugongs?
