TNB PROBLEM

sorry i type english..
tnb problem about always no electric..
i move to kulim area just 3 month more.. but no electric almost 5 or 6 times already,,
the tnb maintenance no do preventive maintenance to make sure no break down??????????
we have pay every month for electric..
how come always break down.. that VERY VERY Effect my life.. should tnb responsible??
if always break down then no need pay the electric bill...
if like that also VERY fair to us...
