城际铁路计划书重呈经委会 大马钢厂冀获交通部推荐

（吉隆坡13日讯）大马钢厂（MASTEEL，5098，主板工业产品股）冀望可获得交通部的推荐，在未来数个月把依斯干达城际铁路（MCN）计划书重新提呈给经济委员会。

早前，交通部称，自2011年就已接获依斯干达城际铁路计划书，而该部目前正在审阅和检討上述建议书。

错过动工目标

公司董事经理拿督斯里戴贤龙表示，根据交通部日前作出的公布，大马钢厂加速行事，希望能获得交通部的推荐，在未来数个月重新提呈该项计划书给经济委员会。

他指：“由于过去5年我国共换了4名交通部长，我们无法如期获得必要文件，因而错过在2013年展开工程的目标时限。”

他补充，这些年，已不断向政府加强和改善城际轨铁路计划的建议。

自2011年，大马钢厂就已呈交计划书，并与不同的政府部门和机构洽谈，包括陆路公共交通委员会（SPAD）。

至今，该项计划已获得政府不同的通关和支持，包括前任和现任柔佛政府。

此外，该项计划已在2011年提呈给经济委员会，而大马交易所也定期更新该项计划的进展。

新轧钢厂下季投产

戴贤龙表示，位于巴生武吉拉惹（Bukit Raja）总值1亿令吉的新轧钢厂，将会在下个季度开始生产高级钢条。

一旦全面投产，新厂预计每年将带来额外的4亿令吉销售。

他指，过去3年，现有的2家钢铁厂的使用率高企，而产品销售表现亮眼，这主要是获得政府在公共基建投入485亿令吉的开销扶持。

“由于政府决定不会展延主要基建工程，如捷运第二路线（MRT2）、轻快铁第三路线（LRT3）、婆罗洲大道（Pan-Borneohighway），相信整个趋势将持稳。”

虽然中国廉价钢铁产品进口大马，侵蚀市场份额，但大马钢厂预计能够扩大市占率，尤其是在巴生谷地区。【南洋网财经】

（吉隆坡27日訊）馬鋼鐵（MASTEEL，5098，主要板工業）截至12月底末季淨利按年揚24.5%至452萬令吉，營業額增11.4%至3億9217萬令吉。

該公司全年淨利按年跌41.5%至1580萬令吉；營業額則按年起5.6%，達14億5193萬令吉。

馬鋼鐵董事經理兼總執行長拿督斯里戴賢龍在文告中說，公司計劃在年中推出新壓延機，並將鐵條年度產量從45萬公噸增至55萬公噸。馬鋼鐵已在拉惹山工廠投資1億令吉，隨著生產效率持續改善，該公司整體年度產量將在2016年增至65萬公噸。【中国报财经】

依斯干达城际铁路 大马钢厂计划书呈交通部

（吉隆坡28日讯）大马钢厂（MASTEEL，5098，主板工业产品股）指出，已于1月8日，将依斯干达城际铁路（MCN）计划书提呈给交通部。

该公司向马交所报备，根据交通部长拿督斯里廖中莱，交通部将加速检讨该计划书，以在今年内把它重新建议，提呈给经济委员会。

大马钢厂还引述廖中莱，指该公司的依斯干达城际铁路计划，将辅助进行中的金马士—新山双轨火车工程和新山-新加坡铁路系统（RTS）等。

末季净利扬25%

另外，大马钢厂截至去年底末季，净利涨25%，报452万令吉，上财年同期为363万令吉；营业额则增11.4%，报3亿9217万令吉。

不过，全年净利大跌41.5%，报1580万令吉；营业额则微扬5.6%，录得14亿5193万令吉。

该公司董事经理拿督斯里戴贤龙指出，本地建筑领域仍活跃、投资活动充满动力，加上公共和私人领域都有发展工程，今年内，钢条的销售额将增加。

大马钢厂与统一合作顺利展开 交通部评估柔城际轨道

（吉隆坡10日讯）大马统一合作（KUB，6874，主板贸服股）与大马钢厂（MASTEEL，5098，主板工业产品股）联营的城际轨道交通系统顺利展开，交通部正评估这项总值12.3亿令吉工程的可行性。

大马统一合作发表文告指出，交通部正对该计划进行可行性评估，公司将提供该部门相关的资讯和协助，以加快审核过程。

同时，在获得相关单位的批准后，大马统一放眼在今年展开工程，并计划与其他公司合作，确保工程能够顺利进行。

这项位于柔佛依斯干达的城际轨道交通系统，将展开3阶段的工程，预料动工后2年完成。

大马统一和大马钢厂是在2011年，成立联营公司MetropolitanCommuter Network，建议兴建和营运长达100公里的城际轨道交通系统。

大马统一和大马钢厂，分别持有联营公司的40%和60%股权。

这项工程费用，将在官私合作计划（PPP）底下融资。

闭市时，大马统一合作以41.5仙挂收，大幅上扬3仙或7.79%，成交量有94万7000股。

不过，大马钢厂则一度下跌4.1%，不过闭市时平盘挂收，报84仙，成交量有95万5300股。【南洋网财经】

股海宝藏：大马钢厂总有出头天

大马钢厂（MASTEEL，5098，主板工业产品股）（2015年2月上市）是我国五大综合钢厂公司之一，业务是生产高拉力异形钢筋、软圆钢条以及钢胚产品。

大马钢厂拥有68个国内代理商以及几家国际贸易行，贸易伙伴来自澳洲、纽西兰、印尼、新加坡、泰国、越南和菲律宾。

该公司生产设施坐落在灵市51区以及巴生武吉拉惹，地理位置使得该公司拥有成本优势，因为运输成本较竞争者为低。

钢胚厂年产能50万公吨，而轧钢厂年产能为55万公吨（2015年中可达到这个水平）。

马钢厂已拨出1亿令吉资本开销兴建新轧钢厂，地点靠近现有巴生武吉拉惹钢胚厂附近。由于不断提升生产效率，新的轧钢厂预料最终将使集团整体年产能于2016年提升至65万公吨。

成本优势

大马钢厂是其中一家可以在竞争环境下良好生存的钢厂，小型的生产设施使它可以更容易调动，加上新轧钢厂位于熔炉厂附近，提供稳固中期盈利增长前景。

马钢厂使用电弧炉（EAF）将金属废料提炼成为钢胚，这产品可被压轧成为钢条，供应给房地产和建筑领域。使用金属废料的成本，远比铁沙价格为低。

过去的资料显示，金属废料价格的涨幅，远比铁沙价格为低，因为：1）铁沙是从巴西和澳洲进口，而金属废料则是来自本地；2）铁沙价格非常波动，因为供应是由世界三大厂商控制（即力拓、淡水河谷以及必和必拓）。

在2014财年第四季，大马钢厂是少数在竞争剧烈的市场取得净利的上市公司；由于有良好的业绩记录，它将可以安然度过价波动的时期。

第四季业绩卓越

大马钢厂于2014财年第四季，取得450万令吉净利（按季增174%），使全年净利增至1580万令吉。

兴业研究认为业绩表现标青，因为在第四季有一笔820万令吉未兑现外汇亏损，使得部份净利被侵蚀。

尽管售价下跌，以及来自进口的钢铁竞争，但依然可以取得更高的钢铁销量，使得整体营收按年增长5.6%。

管理层预测，钢条于2015年的销量将增加，这将加强集团2015财年的业绩。

由于国内建筑业获得公共和私人发展计划的支撑，所以，市场对钢条的需求量也会保持蓬勃。

政府在2015财政预算案中，继续保持基本建设计划，例如新高速公路和捷运等的开销在4850亿令吉水平，所以，国内建筑领域备受看好。

建筑订单陆续流入

联昌国际研究也预测，未来12至24个月，建筑领域的订单将会进一步扩大，因为政府将积极提升公共交通设施，包括推行捷运、轻快铁和单轨火车，以及落实巴生谷地区的高速大道计划。

估计政府还有约1500亿令吉的合约准备发放，这将是过去10年来最高的合约总值。

其他的好消息，包括即将落实的计划当中，有60%是属于私人界的类别，余下的政府直接开支，或是政府所推动的计划。

另外，据悉第十一个马来西亚计划将于6月份公布，这是政府朝向2020年高收入国宏愿迈进的最关键计划，与过去的计划一样，预料受惠的将是建筑领域。

依斯干达火车计划乐观

2011年1月9日，马钢厂与大马统一合作（KUB，6874，主板贸服股）成立一家股权60：40的联营公司———Metropolitan Commuter Network私人有限公司，提呈在依斯干达区兴建和营运世界级载客火车的建议书。

尽管已经5年了，马钢厂仍然对这项计划抱着乐观的看法。

今年1月，它提呈更新的建议书给交通部进行检讨。

此外，该集团也在与几名潜在的投资者商讨，以获得这项计划的融资。

根据大马钢厂透露，它继续与关键的利益关系人进行正面的讨论，各方都承诺要让这计划落实。

负面因素已反映

处于0.81令吉水平，大马钢厂是在2016财政年6.4倍本益比水平交易，比5年平均本益比9倍折价28%。

在股价对净有形资产方面，它处于股价对账面价值0.33倍的水平交易，比钢铁领域折价23%，也比5年平均0.42倍折价25%。

此外，大马钢厂也获得2014财年至2017财年28%的复合平均净利年增长率的支撑。

（吉隆坡27日訊）馬鋼鐵（MASTEEL，5098，主要板工業）審計工作未完成，要求馬證交所展延提呈2014年審計與董事報告的期限。

馬鋼鐵向馬證交所報備指出，外部審計師尋求更多資訊，完成審計工作，故向馬證交所要求，延長提呈2014年審計司與董事報告的期限，好讓外部審計師有足夠時間，完成相關報告。

马钢铁厂暴跌写6年新低

（吉隆坡28日讯）由于经审核的2014財政年全年財报难產，导致马钢铁厂（MASTEEL，5098，主板工业股）股票在今天面对沉重的卖压下，股价暴跌，並写6年新低！

无法准时提呈2014年经审核財报的消息，导致向来交投淡静的马钢铁厂，遭受严重的拋售，交易量从昨天的4万4200股，暴增至1857万2100股，是今天全场第18大热门股。

沉重的卖压，也造成该公司股价在今天节节败退。该股今日以全天最高的79.5仙低开，较昨天闭市价82.5仙，跌3仙或3.77%。

之后，该股一路探低，盘中最低去到64.5仙，重挫18仙或21.82%。

尾盘交易，该股稍微收窄跌幅，最后以67仙闭市，全天挫15.5仙或18.79%，是下跌榜第17名，更创下自2009年4月10日以来的新低水平。

马钢铁厂昨天发文告指出，由于外部稽查师须要更多资讯，所以该公司无法在大马交易所规定的財政年结账后的4个月內呈交经审核全年財报。

该公司的结账日期是12月31日，按交易所上市条例，最迟须在4月30日提呈经审核业绩与稽查师及董事报告（AFS），但是，该公司却表示无法在4月30日的最后期限呈交AFS，引起投资者恐慌，进而拋售其股票。

该公司在文告中补充说，估计要等到5月11日才能提呈AFS。倘若届时依然无法交出AFS，交易所將援引上市条例勒令该股暂停交易。

按交易所上市条例，所有上市公司在每个財政年结账后的4个月內，呈报经过外部稽查师审核的业绩，而稽查师亦须提呈一份报告，和董事报告。

马钢铁厂截至去年12月31日止，全年净利剧退了42%，至1579万令吉，这是今年2月公佈的未经审核业绩。

该公司2014財政年末季净利按年上涨24.5%，至451万令吉，前年同期为362万令吉；营业额按年上升11.4%，至3亿9216万令吉，前年同期为3亿5196万令吉。

逾期呈审计账目 大马钢厂今暂停交易

（吉隆坡11日讯）大马钢厂（MASTEEL，5098，主板工业产品股）由于无法如期呈交2014财年已审计账目，因此将从12日早上9时起暂停交易。

早前，由于外部审计师无法给予审计意见，因此，大马钢厂另外委托特别审计师，对此作出评估报告。

所以，该公司料只有在6月杪时，才能公布2014财年的已审计财报。根据文告，针对大马钢厂上财年数宗交易的类别、资讯和款项，外部审计师Messrs Nexia SSY已在4月27日，通知公司与审计委员会，无法对2014财年已审计财报给予审计意见。随后，大马钢厂委托UHY顾问公司，作为特别审计师。

UHY将对外部审计师无法完成审计意见的事项，作出独立与全面的评估，预计需时6周完成。当时，公司向马交所申请，将公布财报期限延迟至6月杪。【南洋网财经】

SUSPENSION OF TRADING

MASTEEL has failed to submit its annual audited accounts for the financial year ended 31 December 2014 ("AAA 2014") to Bursa Malaysia Securities Berrhad ("Bursa Securities") for public release within the stipulated timeframe i.e. 30 April 2015 pursuant to Paragraph 9.23(2) of Bursa Securities' Main Market Listing Requirements ("LR").

Pursuant to Paragraph 9.28(5) of the LR, if a listed issuer fails to issue the outstanding financial staements within 5 market days after the expiry of the relevant timeframe as stated in Paragraph 9.23(2) of the LR ("Relevant Timeframe") (the last day of the 5 market days is referred to as "Suspension Deadline"), in addition to any enforcement action that Bursa Securities may take, Bursa Securities shall suspend the trading in the shares of such listed issuer. The suspension shall be effected on the next market day after the Suspension Deadline.

In view of the above, the trading in MASTEEL's securities will be suspended with effect from 9.00 a.m., Tuesday, 12 May 2015 until further notice.

Pursuant to Paragraph 9.28(6) of the LR, if a listed issuer fails to issue the outstanding financial statements within 6 months from the expiry of the relevant timeframes, in addition to any enforcement action that Bursa Securities may take, delisting procedures shall be commenced against such listed issuer.

大马钢厂申请延呈审计财报遭拒

（吉隆坡12日讯）大马钢厂（MASTEEL，5098，主板工业产品股）申请延迟提交2014财年已审计财报和年报告，但遭马交所拒绝。

根据文告，大马钢厂原本申请将去年的已审计财报，延迟至6月30日呈交，也希望能延迟至7月31日，才呈交年报。

上月底，该公司的外部审计师Messrs Nexia表示，无法针对账目给予意见，而公司随后也委托委托UHY顾问公司作为特别审计师，但预时需6周完成，因此才申请延交财报和年报。

由于无法如期呈交财报，大马钢厂从今日起暂停交易，直到另行通知。

事实上，自公司宣布可能要延迟呈交财报，股价就大挫超过25%。暂停交易前的股价为62仙。

对应收账款意见分歧

大众投行研究表示，外部审计师和大马钢厂对账目“意见不合”的主要原因，源自于应收账款。

根据去年的未审计财报，应收账款从2亿3940万令吉，在短短一年内大幅提高9250万令吉，至3亿3190万令吉。

虽说这应收账款的增幅，可辩解称为营收同样以这涨幅增长，但是这种增幅并不寻常，存有账期过长的质疑。

再者，审计师可能认为逾期的营收账款，应该进行减值，而这看法或无法与管理层达到共识，才造成最终无法表达意见。

虽然账目问题存忧，但分析员仍相信，大马钢厂的基本面强稳，足以支撑股价反弹，给予“超越大市”和1.10令吉的目标价。【南洋网财经】

大马钢厂申请延交首季财报遭拒

（吉隆坡27日讯）大马钢厂（MASTEEL，5098，主板工业产品股）申请延迟呈交首季财报，但已遭马交所拒绝。

根据文告，目前特别审计师UHY顾问公司，对2014财年的年报进行审查。审查工作从上月30日开始，需耗时6周才能完成，因此公司申请延迟交2015财年截至3月31日首季的业绩报告。

“大马钢厂无法提交首季业绩报告，原因是需要有2014财年财务报表的定稿，才有可对比资料和相应财务数据。”

上财年年报涉及一笔庞大的应收账款，由于该公司与合作10年的外部审计师Messrs Nexia SSY，对这笔应收账款处理手法意见分歧，因此，另外委托UHY顾问公司作为特别审计师。

应收账款3.3亿

大马钢厂2014财年未经审计账目显示，应收账款达3亿3190万令吉，Messrs Nexia SSY质疑该公司是否有能力收回这笔款项，并建议进行减值。

该公司指出，已收回大部分账款，因此拒绝Messrs Nexia SSY建议。

根据未经审计账目，大马钢厂2014财年净利大幅下降至1579万7000令吉，或每股6.98仙，相比2013财年的2700万1000令吉，或每股12.38仙。营业额则涨5.56%，从13亿7000万令吉扬至14亿5000万令吉。

截至去年12月，该公司借款总额达3亿1330万令吉，相等于负债率0.54倍，流动资金达3601万令吉。

The Board of Directors of MASTEEL wishes to announce that Bursa Malaysia Securities Berhad (“Bursa Securities”) had via their letter dated 25 May 2015 which was received on 26 May 2015, informed the Company that they have resolved to reject the Company’s application for an extension of time up to 31 July 2015 to release 1st Quarterly Report pursuant to paragraph 9.22(1) of the Main Market Listing Requirements which was submitted on 13 May 2015. The reason for the delay in issuance of 1st Quarterly Report is due to the ongoing special review by UHY Advisory (KL) Sdn Bhd, the Special Auditors to conduct an independent and comprehensive review of the issues raised by the Messrs Nexia SSY, the External Auditors on the financial statements of the Company for the financial year ended 31 December 2014 (“AFS 2014”). The Special Review is expected to be completed in six (6) weeks from 30 April 2015. （吉隆坡29日讯）大马钢厂（MASTEEL，5098，主板工业产品股）宣布，无法交出2014财年已审核财报和年报，以及2015财年截至3月31日首季的业绩报告，因目前仍在进行特别审查。

由于特别审计师UHY顾问公司，对2014财年的财报进行审查，所以，导致公司无法提交相关报告。

早前，公司已申请延迟交出2014财年已审核财报和年报，以及2015财年首季业绩报告，但却遭到马交所拒绝，同时，申请延后至最迟到9月25日召开股东大会，也被大马公司委员会（CCM）拒绝。

不过，公司和管理层将会继续对UHY，以及外部审计师Messrs Nexia SSY提供全力支持和合作，以完成公司的2014财年已审核财报，并从4月30日开始算起的6周内公布。

拒馬鋼廠延發財報‧交易所：能力可及

（吉隆坡30日訊）大馬股票交易所（BURSA）拒絕馬來西亞鋼廠（MASTEEL,5098,主板工業產品組）要求延遲發佈財報的申請，原因是認為該公司所面對的問題其實都在“能力可及範圍”內。

就此，交易所官員受詢時指出：“呈報的限期都明確列在交易所指南內，上市公司需提前進行規劃，以在限定時間內呈交財報。因此，該公司提出的問題其實都在能力可及範圍內。”

“該公司應該提早和稽查師洽談，以具備足夠的時間解決問題，然後如期呈交財報。”

馬來西亞鋼廠原本需要在今年4月30日前呈交2014年的經稽查財報，並且在5月30日前提呈2014年年報和首季季度業績。

無論如何，已從5月12日停牌至今的馬來西亞鋼廠，因缺乏2014年經稽查財報而無前期比較數據，結果被迫得延遲公佈季度財報，特別稽查師UHY顧問正在檢查該公司賬目，是該公司無法如期呈交2014年稽查財報的原因。

UHY顧問是由於馬來西亞鋼廠的外部稽查師Messrs Nesia SSY所提出的一些問題，而受委向相關問題展開完整的評估，馬來西亞鋼廠預計這些評估工作將從4月30日算起的往後6個月內完成。

而只有在該公司將一切所需的報告提呈給交易所後，該公司股票才能恢復交易。

交易所官員表示，雖然法律賦予交易所將在限期後6個月內仍無法呈交經稽查財報的公司除牌的權力，但這不是自動執行的決定，交易所會事先和相關公司的董事部討論。
