刚去 google 了 PASS，也发现了 4PAWS
先来看 PASS：
网站最后更新是 2013，他们面子书的资料显示正在建着行政楼和庇护所，也有领养猫狗的信息。
从面子书拷贝过来的信息：PASS is formed by a group of animal lovers, with the intention to provide a solution for the independent animal rescuers in Penang island. PASS is NOT an animal rescue group.
The sanctuary has recently been granted the building plan approval and are currently undergoing land clearance and site constructions. Members currently channel all effort towards raising fund preparing for the building cost. Many also voluntary work with rescuers and support them in the form of food for the animals at their own expenses. As we understand that many rescuers are no longer able to take in more animals, we also assist public in need to publicise notices on animals available for adoption.
We try our very best but may not always have the resources to verify and update the adoption status. Kindly contact the respective rescuer/owner listed in each adoption album for more info, to check if the animal is still available, or to arrange for adoption. We thank you for your kind understanding.
Attn Rescuers: If you'd like to publish adoption notice here through us, kindly be ready to be the contact person, or at least have someone who can be the contact person. Your adoption notice will be published verbatim and we will not be able to become the contact person on behalf of you. If you have published an adoption notice here through us, do update us on the status (if the animal is being adopted, etc.), so potential adopters can have the latest info. This will also help to give other animals a chance to be adopted.
Disclaimer: PASS will only assist in publicising adoption/foster notices. All other forms of notices (eg: fund raising) will not be attended, and will be conducted by individual rescuer. This is to avoid irresponsible parties from abusing PASS's name to conduct fake fund raising event.
再来看 4PAWS：
这个 4PAWS 就比较完善，可行度也很高。
从官方网站拷贝过来的信息：Penang Animal Welfare Society (4PAWS) is a registered non-profit dog rescue organisation founded by animal lover and advocate, Barbara Janssen.
The aim of the society is to provide a home for stray and abandoned dogs in Penang where we are able to provide care and rehabilitation until they find their permanent homes. The society has a no kill policy and provides continued care for animals whose age or disability may make them less likely to be adopted. There are currently over 620 dogs in our care at Teluk Bahang. All of the dogs have been found on the streets of Penang. Many are puppies where their mothers were unable to care for their young, dogs that were abandoned by their owners or have been injured in road accidents or those that left to die from severe wounds. Our hope is that through the society we are able to contribute to the management of the stray dog population in Penang and give these beautiful animals the love and happy life they deserve.
观点：
很明显 PASS 的人力资源有限，而且是为了提供援助给独立的流浪狗救援人士。PASS 需要更透明化和更清楚的行政系统流程。
至于 4PAWS，觉得他们做得很好，即可以暂时收留流浪狗，也可以帮流浪狗找到主人。但是他们提及了资源方面的限制。
PASS 和 4PAWS 需要有足够的资源。涉及到资源筹集的话，问题就来了。他们的资源筹集系统流程并没有清楚公开，这是其一。其二，到底有没有人监督他们的行政（尤其是金融方面），这并没有公开说清楚。
至于 4PAWS 在拯救射杀狗儿行动所扮演的角色，其实并不显著，因为他们说了基于资源的限制，所以没有参与拯救行动。
结论：
射杀流浪狗有时候是难以避免，因为 PASS 和 4PAWS 的触角并不能拯救所有的流浪狗。说州政府嗜血就有点太夸张了，毕竟州政府只是履行他们的职责。PASS 和 4PAWS 应该跟州政府多沟通，方能达到不射杀流浪狗的局面。PASS 和 4PAWS 目前还不够 established，前方还需要更透明化的管理。
至于你说的 donation 嘛，最好是再开过另外一个主题啦，这里讨论的是州政府射杀流浪狗。
