The Board of Directors of WHB is pleased to announce that Westports Malaysia Sdn Bhd (“WMSB” or “the Purchaser”), a wholly-owned subsidiary of the Company, has on 30 April 2018 accepted the letter of offer from Perbadanan Kemajuan Negeri Selangor (“Vendor” or “PKNS”) dated 3 April 2018 after having successfully bid and now would execute the proposed acquisition of a piece of leasehold land under the sea with the size of 154.2 ha. / 381 acres on the land title Block HS (D) 71881 PT 73171 (“Land”) for a total cash purchase consideration of Ringgit Malaysia One Hundred Sixteen Million One Hundred Eighty Five Thousand Four Hundred Ninety Seven and cents twelve (RM116,185,497.12) only (“Purchase Consideration”), subject to the terms and conditions as stipulated in the Sale and Purchase Agreement (“SPA”) to be entered into between WMSB and PKNS (the “Proposed Acquisition”).

西港:探讨扩充货柜码头

(吉隆坡4日讯)西港控股(Westports Holdings Bhd)聘请了外部顾问,为雪兰莪英达岛10号(CT10)至19号(CT19)货柜码头的拟议货柜终站设施发展进行详细研究。

该集团向大马交易所报备:“完成所有详细研究后,包括地形和测深调查、土壤调查工作和港口总体规划,西港控股将能够为CT10至CT19货柜码头的扩建提供合理的参考发展成本。”

西港控股是针对马交所的质询,指该集团建议以1亿1619万令吉向雪州发展机构(PKNS)收购英达岛一块占地154.2公顷的有期地皮一事,作出上述回应。该地皮为期99年,将于2101年8月14日到期。

西港控股说:“(我们)尚未确定拟议发展的启动日期或完成日期。在发展之前,管理CT10至CT19营运的特许协议也需要由政府执行。”

该集团并没有对该土地进行估值,因为PKNS是通过公开招标程序获得该地皮。

西港控股还说,完成所有详细研究后,将评估融资需求,这可能涉及内部资金、银行贷款、回教债券和其他资金来源的组合。

至于完成拟议收购的期限,西港控股表示,这将在该集团与PKNS执行买卖协议后。

业绩符预测长期看好 西港股价飆高

(吉隆坡26日讯)西港控股(WPRTS,5246,主板贸服股)2018財政年次季(截至6月30日止)业绩整体上仍符合预测,分析员也继续看好该公司的长期前景。该股今日盘中一度升抵3.69令吉,闭市收在3.60令吉,大涨20仙或5.88%,是第3大上升股。

西港控股上半年营业额成长2%,至7亿7910万令吉。不过,受成本增加和集装箱吞吐量减少拖累,该公司的核心净利按年下滑15%,至2亿4560万令吉。上半年业绩表现较弱是分析员的意料中事。

成本上扬主要是因为,(一)税务优惠至去年结束,因此税务开销增加了25%;(二)去年提取的贷款总额增至3亿5000万令吉,使融资成本提高25%;(三)去年杪完成了扩建第9號集装箱终站(CT9)后,摊销和折旧开销提高了19%。

雪上加霜的是,上半年的集装箱吞吐量按年减少了3.6%,至450万个標准集装箱(TEUs),转运吞吐量也按年下降12.9%,至291万个標准集装箱。去年4月开始的航运联盟重组的影响,料將持续15个月,因此,预计集装箱吞吐量的成长將在今年下半年恢復正常。

次季,营业额按年成长6%,至3亿9400万令吉。核心净利则按年下跌18%、按季减少2%,至1亿2180万令吉。次季的集装箱吞吐量达230万个標准集装箱,其中货物集散吞吐量达到歷史新高的88万个標准集装箱。

该公司宣佈派发每股5.4仙的股息,低於2917財政年上半年派发的每股16.372仙股息。该公司的派息政策为75%,因此派发较低的股息在意料之中。

贸易战影响微

管理层將2018財政年的吞吐量成长预测维持在1%至3%,並表示,贸易战主要將影响跨太平洋航线,以及主要用其他方法运输的高价值商品,因此,至少在近期,对西港控股的影响甚微。

不过,也有分析员认为,贸易战可能对西港控股有正面的影响,因为如果亚洲国家之间的贸易量增加,港口也將转运量增加。

至於税务假期的影响,达证券分析员认为,由於准备时间太短,公司还来不及作出反应,因此次季的货运量没有显著的变化。不过,即將在今年9月生效的销售税(SST),或將使商品销售大量减少,进而导致货运量隨之下滑。

另一方面,预计第10號至第19號集装箱终站(CT10-19)的扩张將在2040年完成。扩张活动属於长期利好,但相信近2年至3年將不会刺激盈利成长。

总的来说,估计第10號至第19號集装箱终站可使该公司的集装箱吞吐量增加约1倍,从目前的每年1400万个標准集装箱,增加至每年约3000万个標准集装箱。

大多数分析员维持该公司未来的盈利预测,只有MIDF研究將2018至2019財政年盈利预测分別下调8.1%和1.8%。

分析员纷纷维持该公司的评级和目標价,只有伊斯兰银行投行將目標价从4令吉下调至3.90令吉、MIDF研究將目標价从3.85令吉下修至3.69令吉。

(Unless otherwise stated, all definitions and terms used in this announcement shall have the same meaning as defined in the announcements dated 6 August 2015, 20 August 2015 and 22 September 2015 in relation to the Revised Container Tariff at Port Klang)

Reference is made to the announcement dated 6 August 2015 in respect of the revised container tariff at Port Klang and the two subsequent announcements dated 20 August 2015 and 22 September 2015.

On the implementation of Phase Two of the revised container tariff, the Company would like to announce that it had received a letter on 9 August 2018 from Port Klang Authority that the implementation will take effect only on 1 March 2019 instead of 1 September 2018.

The Phase Two tariff revision, which will entail an average approximate increase of 13% on key container tariff items from the current tariff rates, is crucial to ensure the future growth of Port Klang and the financial viability of the proposed Westports container terminal expansion as the latter has always been a supply-expansion-driven container port.

展延涨收费伤盈利 西港重挫近5%

(吉隆坡13日讯)西港控股(WPRTS,5246,主板贸服股)原定于今年9月1日开始落实的第2阶段集装箱收费调涨,將展延至明年3月1日才开始。分析员认为,展延调涨收费將衝击该公司本財政年的盈利,这项坏消息导致该股今日以3.76令吉低开,全天大跌18仙或4.7%,收在3.62令吉。该股盘中一度重挫7.4%或28仙,至3.52令吉,创下2013年10月上市以来最大盘中跌幅。

该公司上週五(10日)宣佈,接获巴生港务局的指示,將展延6个月调涨收费。第2阶段的收费调涨,收费將平均调高13%。交通部部长陆兆福称,集装箱收费调涨延期,是为了避免与销售税(SST)重新开跑撞期,以允许企业有更多时间適应供应链的价格上涨。

2015年8月,交通部批准集装箱收费分2个阶段调涨。其中,首阶段收费平均调涨15%,已在2015年11月1日生效。

数家投行/证券行將该公司的评级和目標价下调,主要因为近期股价上涨,已反映收费调涨的利好,而目前估值已过高;同时,集装箱收费对巴生港和西港控股未来的成长和盈利非常重要。收费调涨延期,將直接衝击该公司2018財政年(12月31日结账)的盈利。

而对於政府希望减轻商家的负担,进而刺激消费和货运量,但最终消费者能否享受到好处,消费需求及货运量会否提高仍是未知数。此外,第10號至第19號集装箱终站(CT10-19)的扩张计划,虽然將提高西港的处理量,从目前的每年14万个標准集装箱,逐步增至2040年的每年约3000万个標准集装箱;不过对未来2至4年的盈利影响不大。

此外,目前的集装箱终站使用率只有约70%。第9號集装箱终站(CT9)第2期工程要待使用率达到75%至85%的时候才会动工。

下修盈利预测

西港控股在2015年宣佈的第2次收费调涨也为约15%,但最新的公告却指调涨幅度仅为13%。

实际上,第2次收费调涨的幅度为4%至13%,即空集装箱和满载额集装箱的涨幅分別为4%和13%。

考虑到这两者的比例为20;80,有分析员估计,实际的平均调高幅度仅为11%。

虽然调涨幅度较低,又延后实施,导致多名分析员下修该公司的盈利预测。

而肯纳格投行仍上调盈利预测,並表示,由於尚未將收费调涨的利好算入2018財政年盈利预测,因此维持2018財政年盈利预测,但將2019財政年盈利预测调高7%,以反映收费调涨后的利好。

另一方面,维持「守住/与大市同步」评级的分析员认为,集装箱收费调涨只影响贡献较小的集散集装箱业务,对整体盈利的影响不大。

转船运输的收费则是直接与航运公司协商的,必须要考虑到竞爭对手的收费,以保持该业务的竞爭力和捍卫其市场份额。

2018財政年次季(截至6月30日止),集散集装箱业务贡献该公司总集装箱吞吐量的约36%。

此外,收费调涨展延而非取消,表示新政府没有改变调涨收费的决定。

值得一提的是,在转船运输方面,巴生港收取的费用仍比竞爭对手低,打败包括丹绒柏勒巴斯港和新加坡港。

无论如何,担忧航运联盟重组带来的后续影响,分析员依然谨慎看待该公司的前景。
