我們認為，達力（TALIWRK，8524，主要板貿服）可持續提供5.7%股息回酬，及潛在特別派息，加上退出中國市場，可提高營運現金流。

該公司年初退出中國市場，成為純國內水務營運商，共有60%經常性利息、稅務、折舊與攤銷前盈利（EBITDA）來自浮羅交怡運作和雪蘭莪河第一期濾水站（SSP1）營運與維修（O&M）工程。

我們看好該公司脫售中國水務和廢水特許權，因為中國市場競爭激烈，監管風險，及低回酬。

資本化水務資產，可扶持該公司在國內進行新的併購活動，也可提高公司的營運現金流。

考量到強勁營運現金流，及穩定的經常收入，相信達力將持續提供可觀5.7%股息回酬。

达力次季净利激增7 倍 派息2仙

（吉隆坡9日讯）达力集团（Taliworks Corp Bhd）第二季净利激增7倍，因脱售中国废物管理业务获6580万令吉的单次收益。

截至6月杪次季净利达7619万令吉，或每股6.3仙，去年同期为949万令吉，或每股0.87仙。

次季营业额从7330万令吉，增4.8%至7683万令吉。

来自持续营运的扣除利息、税项、折旧及摊销的盈利（EBITDA）由2360万令吉，劲扬40.3%至3310万令吉。

这主要是由于水处理、供水和配水业务收入增加，以及收费大道营运反映去年10月15日的过路费调涨，还有来自5月完成收购的SWM Environment Holdings私人有限公司的贡献。

SWM Environment为当季的集团税前盈利贡献180万令吉。

达力还宣布派发每股2仙的第二个中期股息，合共约2420万令吉，并将于9月15日支付。该集团年内的总派息达4840万令吉。

首半年的净利由2452万令吉，或每股2.25仙，飙升2倍至7596万令吉，或每股6.28仙；营业额达1亿5205万令吉，较同期的1亿4415万令吉增5.5%。

执行董事拿督林有文今日在文告中指出：“欣慰的是，我们最近脱售中国废物管理业务证明是正面的，因财务表现和负债水平改善。这项脱售计划使我们能够简化整体营运并消除维持中国营运的开销。”

“鉴于专注在成熟公用事业和基础设施业务的新商业策略，我们有信心将能够保持永续和获利的业务。”

展望未来，达力预计雪兰莪河滤水站工程第一阶段，将继续以高于每日9亿5000万公升的设计产能运行，因巴生谷的处理水需求持续增长。

平均生产计量约为10亿100万公升，相比去年同期的9亿5030万公升。

建筑业务方面，进行中的槟城Mengkuang水坝扩建计划料继续对集团作出贡献，因该项目已进入建设第五个年头。

（吉隆坡10日讯）达力集团（TALIWRK，8524，主板贸服组）半年业绩符合市场预测，分析员认为，该公司未来业务仍由水务及收费大道领域推动，新收购联号公司SWM环境控股将贡献更佳盈利，加上派息慷慨，维持“加码”评级。

联昌研究指出，达力集团半年年度化核心净利（不包括6600万令吉的资产脱售净利）占该行及一般市场全年预测的60%及62%，符合预测。

该行表示，该公司派发每股2仙的中期股息，使今年为止每股股息达到4仙，仍落在该行全年每股8仙目标轨道。

若是不包括雪兰莪河第一期污水处理工程（SSP1）延递付款考量折价拨备，水务业务税前盈利成长12%，主要是水供需求更为强劲，及浮罗交怡及雪兰莪河第一期污水处理工程更佳的销售。

大道业务在今年首半年按年盈利成长73%，因持有51%股权的蕉赖加影大道的过路费起价推动。

雪兰莪河第一期污水处理工程的水务应收款项达到4亿4030万令吉，一旦雪州收购其余水务营运获得解决，预料将有望收回有关款项。该公司表示，就算是应收款项逐步回收，该公司仍有望发出特别股息。

SWM今年营收料达9亿

公司管理层指出，SWM环境控股在2016财政年仍可取得9亿令吉的营业额，及2018年可能获得双位数收费增加的潜能，该公司将作好准备竞标新工程合约，即在未来6至12个月里竞标水务基建相关的工程合约。

联昌研究指出，达力集团的股息派发率仍具吸收力，该行给它“加码”评级，目标价1令吉75仙。

因脱售资产获利激励，达力（TALIWRK，8524，主板贸服股）截至6月底次季，净利暴增7.6倍达7618万8000令吉。

同期营业额微增4.82%，至7683万3000令吉，上财年同期为7329万7000令吉。

累积首半年，净利大增逾2倍，至7596万2000令吉；营业额则微增5.48%，报1亿5204万8000令吉。

该公司建议派息每股2仙，共2420万令吉。本财年至今已派发每股4仙，或共4840万令吉的股息。

行家建议：

达力首半年的核心净利符合预期，分别占了我们和市场全年预测的60%与62%。

近期收购的南方环保公司（SWMH），也在次季首次贡献了180万令吉净利；我们认为，SWMH在下半年将可带来1600万令吉净利。

至于水务资产SSP1的脱售计划，只要雪州政府解决了问题，公司就可获得4亿4030万令吉，下一个截止日期是10月份；管理层认为，脱售所得即使是分批支付，公司仍然有可能会派发特别股息。

管理层对雪州水务资产整合计划，保持谨慎乐观，估计可在下半年完成。

（吉隆坡9日讯）达力（TALIWRK，8524，主板贸服股）与Ikatan Gemajaya有限公司组成的财团，获东海岸经济特区（ECERDC）颁发7311万7000令吉合约。

根据文告，这项合约是负责彭亨北根Ganchong污水处理、主要水管、助力泵站以及相关工作的建筑工程。

此建筑工程包括位于丹绒阿加斯 （Tanjung Agas）的主要水管、主要建筑物和相关工作。

这项目将会在104个星期内完成，从本月22日开始，预计会在2018年9月19日完工。

A Joint Venture Agreement (“JVA”) is envisaged to be entered into between IGSB and TCB and an announcement will be made upon execution of the JVA.   The LOA is not expected to contribute significantly to earnings and net assets per share of TCB Group for the financial year ending 31 December 2016, when the Works commence from September 2016. The risks associated with the LOA are normal operational risks which can be mitigated through TCB’s project management and internal business controls. 永成统一放弃收购
达力买加影外环大道添胜算

（吉隆坡28日讯）永成统一（WZSATU，7245，主板工业产品股）放弃收购加影外环大道（SILK）后，令达力（TALIWRK，8524，主板贸服股）再有机会收购加影外环大道。

上周五，由于无法达到最终协议所拟定的条件，永成统一和加影外环公路（SILKHLD，5078，主板基建股）已同意，中止加影外环公路特许经营权的交易。

《太阳报》引述达力执行董事拿督林有文谈话指，该公司一直持续放眼收购收费大道和其他基建项目的机会，当中包括SILK大道，因其符合公司12%的内部投资回酬率（IRR）和周息率目标。

不过，他拒绝再进一步透露详情。

达力今年5月曾表示洽购加影外环大道的进展顺利，料在数个月内有结果，惟加影外环公路随后却和永成统一签署脱售加影外环大道暂定协议。

加影外环公路旗下的Sistem Lingkaran-Lebuhraya Kajang私人有限公司（SILK），持有SILK大道33年的经营权，直到2037年届满。 【e南洋】

税务调整与收费业务推动
达力第3季净利飙81%

（吉隆坡16日讯）达力（TALIWRK，8524，主板贸服股）截止9月30日第三季，净利按年上涨80.61%，从上财年同季的1080万4000令吉，增加至1951万3000令吉，或每股净利1.61仙。

该公司向马交所报备，公司当季派息每股2仙，除权日与享有权益日，分别落在本月29日和12月1日。

营业额按年上扬13.64%，从上财年同季7374万1000令吉，增加至8379万6000令吉。

由于税务方面的调整、供应和分配，以及收费业务的贡献更高，虽然建筑贡献较低，但仍推动营业额上升。

3季净利暴增1.7倍

累计9个月，净利暴增170.27%，从上财年3532万6000令吉，增加至9547万5000令吉。

营业额亦上扬8.24%，录得2亿3584万4000令吉。

展望未来，公司料水务资产SSP1的业务将继续运作，并超过950百万公升（mld）的原产量，因为巴生谷对水源的需求不断增加。

收取4.7億應收賬項 有助加強達力現金流

（吉隆坡18日訊）隨著雪州政府將在短期內完成收購雪州水務公司（SPLASH），達力（TALIWRK，8524，主要板貿服）料從雪州水務公司獲得4億7100萬令吉應收賬項，有助強勁提振公司現金流。

此消息帶動股價攀升，達力以1.46令吉，早盤一度起4仙上探1.49令吉，休市報1.47令吉，起2仙。閉市時，該股報1.48令吉，起3仙，成交量13萬5200股。

豐隆投銀研究指出，若達力取得全額應收賬款，將強勁提振公司現金流。

達力的業務涉足不同領域，提供更穩定的盈利表現，且不易受特殊風險影響。至于達力新收購的固體廢物管理營運，在關稅調整及營運效率下，估計可在未來幾年有雙位數成長。

該公司與公積金局有強穩的關係，相信未來會繼續合作收購特許經營資產。該行認為達力聯手公積金局，可享有較低的資本成本。

在取得雪州水務公司的應收賬項后，達力淨資產負債表強化。假設全部資金用以進行併購交易並達到內部回酬率，這有潛能帶動公司利息、稅務、折舊與攤銷前盈利（EBITDA）增長49%。

該行維持達力2017至2018財年盈利成長為34%和5%，由特許經營業務以及新持續性收入來源提振。同時，達力獲“買進”投資評級，目標價為1.85令吉。【中国报财经】

折扣拨备走扬．前期售股权．达力末季净利跌37.5%

（吉隆坡16日讯）基于雪河公司（SPLASH）延期付款折扣拨备走扬、缺乏前期脱售联营公司股权等一次性盈余，达力集团（TALIWRK,8524,主板贸服组）截至2016年12月31日第四季净利从前期的5122万3000令吉倒退37.5%，至3201万3000令吉；但全年净利仍起47.3%，至1亿2748万8000令吉。

全年净利起47.3%

一旦扣除任何意外事项，该公司第四季净利将为5460万令吉。末季营业额也受折扣拨备拖累，按年下跌6.86%，至6901万2000令吉；但若扣除相关效应，营业额将从7850万令吉走扬至8510万令吉；全年营业额仍按年走扬4.41%，至3亿零485万6000令吉。

派息2仙

该公司董事部建议派发每股2仙终期股息，将在3月31日进行支付。
