屋價上漲的省思

大馬建築商公會主席黃培德估計,即使排除了燃油上漲因素,由于今年各類建材會上漲20%,因此屋價在明年將會上漲至少20%。我們認為這番話有商榷的余地。

城市地區和鄉村地區的建材價格即使有差別,相差也極小,但城市和鄉村的屋價差距極大,主要就是因為地價的差距。事實上,根據一些掛牌產業發展商的數據,在城市地區興建屋子,地價才是最主要的成本,建材成本往往少過屋價的25%。

也就是說,建材成本即使上漲20%,發展商的成本頂多增加8%。如果發展商不打算增加其盈利,對屋價的影響至多只有5%。建材成本高漲20%,對發展商的影響雖然大,但不會讓屋價也上漲20%,除非發展商趁機起價以求賺取更高盈利。

正如市場上所有物品一樣,物價是不會馬上隨成本的上漲而調漲的。影響價格的最主要和立竿見影的因素,還是需求和供應,不是成本。

如果說自金融風暴在10年前發生后,經濟一蹶不振,發展商為求生存不惜削價求售,即使建材上漲也必須吸納漲幅,以便繼續維持低價來吸引買家;那么在市場的需求恢復后,發展商見獵心喜恢復賺取巨幅利潤,也是意料中事。與其說屋價上漲是建材漲價的滯后效應,不如說是發展商眼見需求高屋價看好而提高售價。

過去一年,由于房產在外資的扯購下恢復景氣,我們觀察到不少發展商都急著推出一個接一個的產業發展計劃,尤其是高檔房產。這顯示了以目前的建材價格和屋價水平,發展商依舊非常有利可圖。在大家一窩蜂地動工下,建材想不起價也難了。我們也有理由相信,政府加快推行第九大馬計劃下的工程,是市場上湧現建材需求,造成價格上漲的原因之一。

屋價的上漲,是我國過去兩年面對通貨膨脹的后續效應之一。因為物價的普遍上揚,消費者都覺得屋價也會上漲,而在這種預期心理下,大家不再對價格斤斤計較,屋價當然會被推高。我們擔心得是,如果屋價今年上漲,明年又再上漲20%,恐怕就是通貨膨脹的惡性循環了。

過去兩年首都黃金地段的房產價格漲勢嚇人,已經乖離我國人民的平均收入,只有收入最高的金字塔頂端的富人和外資有能力購買。如果說明年會再漲20% 的房產,是這些昂貴的公寓,那么大家是樂見其成的。畢竟發展商推動屋業發展賺取盈利,有助推動整體經濟,對各行各業來說是好事。

但假如說起價20%的,是中低價的房屋,那么政府就應該關注了。現有的屋價對不少家庭來說,只是堪堪負擔得起,如果百物騰漲下屋價也三級跳,發展商固然可賺得撲滿缽滿,恐怕老百姓都必須維持他們的無殼蝸牛身份,繼續過衣著光鮮但家無恆產的生活。

Carrefour targets 20pc sales growth

FRENCH retailer Carrefour expects to grow sales by a fifth to RM1.58 billion this year, spurred by outlet expansion and a better performance from existing stores.

In the year ended December 31 2007, Carrefour recorded RM1.32 billion or a 12 per cent jump in sales.

Following the opening of two outlets last year, in Malacca and Klang, Carrefour is set to add four stores nationwide this year.

The scheduled openings in Tropicana City (mid-2008) in Petaling Jaya, East Coast Mall in Kuantan (by July 2008) and in Bandar Tun Hussein Onn, Cheras and one opening last month in Ampang, will bring Carrefour's store strength to 16 by the end of 2008.

"We made RM1.06 billion in 2005, RM1.16 billion in 2006 and RM1.32 billion in 2007. We expect a 20 per cent growth this year from same store growth and store expansion," customer operations and marketing director Sivakumar Haridas told Business Times in an interview.

Sivakumar said supporting its growth will be its strategy to focus on pricing, its house brands and offering value for money products.

In fact, he expects the contribution from its house brands towards total revenue to double this year.

He added that Carrefour is also looking at publicising its policy. It guarantees to offer the lowest price in the market or refund twice the difference if a product is cheaper elsewhere.

"We will honour a two times difference. It is a guarantee to our customers. We are serious about this and want to communicate it further to the public."

And in line with this commitment, a pricing and market intelligence division has been set up so that it is able to offer the best and lowest price.

"No less than RM6 million has been allocated to communicate this message," he pointed out.

On its net profit level, given its lowest price commitment, Sivakumar said: "We have been experiencing growth in net profit every year (since it started posting profits) despite having to keep prices low."

Carrefour in Malaysia is operated by Magnificient Diagraph Sdn Bhd, a company 30 per cent owned by Syarikat Pesaka Antah.

MELATI Ehsan Holdings Bhd has been approached by suitors attracted by the construction and property group's potential, but its biggest shareholder has no intention to sell.

Managing director Datuk Yap Suan Chee, who together with his family holds 49.7 per cent of Melati Ehsan, said he is not willing to reduce his stake as he wants to see the group grow and become a major player like IJM Corp Bhd and Gamuda Bhd.

"We have been approached by investors, including local and foreign funds, but I'm not prepared to sell. My aim is to uplift Melati Ehsan," he said after a shareholders' meeting yesterday.

Lembaga Tabung Haji, which has been accumulating shares in small doses since mid-2007, owns seven per cent of Melati Ehsan.

As at August 31 2007, Melati Ehsan's shareholders' fund stood at RM116.5 million. It has RM1.7 billion worth of contracts in hand, of which more than RM1.4 billion are unbilled and expected to last the company for five years.

For the year to August 31 2007, the company posted a net profit of RM29.51 million and revenue of RM173 million.

Yap expects the group's performance to be better this year, driven by the unbilled sales. Melati Ehsan has bid for more than RM2 billion worth of projects involving flood mitigation and highway developments.

It is gearing up to bid for building and other infrastructure-related contracts that will come on stream after the mid-term review.

Melati Ehsan has RM900 million construction jobs, namely for the Trans Eastern Kedah Interland Highway and a flood mitigation project in Penang.

It also has a RM50 million job to build a Carrefour hypermarket for Magnificient Diagraph Sdn Bhd in Kota Damansara, Selangor.




Chairman Datuk Dr Ku Abd Rahman Ku Ismail said more than 80 per cent of the company's current jobs are government projects, mainly from Selangor Economic Development Corp and TPPT Sdn Bhd, a unit of Bank Negara Malaysia.

Melati Ehsan has declared a first and final dividend of 7.5 sen, less 26 per cent, representing a payout of RM6.7 million.

27-02-2008: Melati to build link houses in Pandamaran

KUALALUMPUR: Melati Ehsan Bhd will start developing mid-range link houses within its 40ha land in Pandamaran, Klang, within the next two months,its managing director Datuk Yap Suan Chee said.

“We are targeting medium range buyers for the two-storey houses with the price ranging from RM200,000 to RM350,000,” he said after the company’s AGM yesterday.
Each unit will have a built-up area of 2,000 sq ft and will be part of a gated community that has been approved by the Klang municipality.

The turnkey construction company also plans to develop two- or three-storey shophouses in the Pandamaran area, which has an estimated gross development value (GDV) of RM500 million.

Melati Ehsan entered into a sale and purchase agreement with Bank Negara subsidiary TPPT SdnBhd last year to acquire seven parcels of land in Pandamaran for RM32 million.

The company is currently looking at Klang and the Iskandar Development Region (IDR),two areas where it already has a presence, to increase its landbank.

Its project in the IDR, Taman Ehsan Jaya, was an abandoned project it took over in 2001 and it had successfully completed 15 out of a total of 32 phases 12 months ahead of schedule.

The current completed portion consists of low-cost flats and apartments ranging from RM25,000 to RM 50,000 each. Melati Ehsan, who is the main constructor, handed over 600 units to the Johor state in August last year.

The remaining 30% ofTaman Ehsan Jaya will be used to develop link houses over the next three years. Melati is also in the process of constructing Carrefour’s 2.5ha store in Kota Damansara.

“We have completed 80% of piling works and would start on building works March 1,” Melati Ehsan executive director Tan Hong Hing said. “We expect it to be fully operational by mid-July this year.”

While the company has gained attention due to its property development projects, construction remains its main business, holding 70% of all its projects.

Government projectsmake up 80% of Melati Ehsan’s total construction projects. It currently has an unbilled order book of RM1.4 billion with RM900 million consisting of construction works.

On whether other companies were interested to buy a majority of its shares due to comments made by analysts that it was undervalued, Yap revealed that a few companies had approached him.

“We’re not interested at the current moment. I want to make sure this company grows to become one of the biggest players in the industry,” Yap said.

Government-owned pilgrim fund Tabung Haji currently has a 7% stake in the company with 49% held by Yap and his family members.

为什么那么奇怪?昨天开股东大会才通过7.5sen股息,两天后(明天)就是ex-date了。这样短的时间有些人还没有收到风咧

擁14億工程‧暫不往國外發展 億成控股將競標更多國內工程

(雪蘭莪‧八打靈也再也)億成控股(MELATI,5129;主板建築組)放眼獲得更多第9馬計劃政府工程,目前暫打消往國外發展企圖,其手握14億工程足夠忙上5年。

該公司董事經理拿督葉順治說,目前競標15億至20億令吉防洪與大道工程,年杪可能會競標更多工程。

該公司獲取17億工程,其中3億令吉工程已竣工。其中80%計劃是政府工程,包括國家銀行相關公司TPPT和雪州發展局。

基於第9馬計劃效應,加上獲得政府的高度信任,該公司預測2008年業績更更好。

葉順治今日(週二,26日)在該公司股東大會後表示,新近獲委該公司主席的拿督古拉曼古依斯邁,在政治與企業經驗豐富,有助於公司爭取更多政府工程。

該公司新近獲得的工程是價值5000的哥打白沙羅建家樂福霸級市場工程,打樁工程已進行近80%,3月初動工,預期7月中完工。

上述首個跨國集團合約對該公司意義重大,這代表該公司在建築領域的素質與聲望獲得信任。

葉順治說,班達馬蘭“億成鎮”的綜合產業計劃將建20萬至35萬雙層圍籬式排屋,建築面積約為2000另外也建2至3層店寓、辦公樓。該產業將是巴生市議會首個圍籬式產業計劃。

該產業地為99.8英畝,是該公司唯一的地庫。其中8.97英畝用來興建320間店屋,6.92英畝建工廠,其餘則用來興建501間住宅。

預期班達馬蘭的產業計劃將於2個月內動工,預期2010年完成,該計劃預料增加公司盈利。預料未來5年完成後,將釋放5億令吉的營收。

他表示未來將在巴生河流域與柔佛一帶尋找適當的地庫。目前建築仍佔營收的70%,另30%為產業發展計劃。

葉順治持股49%無意脫售

上市不到一年,表現如此標青,手持該公司49%的葉順治本身就受到很多方面的接觸以收購其持股。

葉順治說,基於上市不久,目前階段選擇保持公司股權,並妥善管理公司與擴展公司營收與利潤,以期壯大至如怡保工程(IJM,3336;主板建築組)和金務大(GAMUDA,5398;主板建築)等公司的規模。

LTAT擬增持股權至10%

儘管該公司估價被低估,他說武裝部隊基金局(LTAT)打算增持該公司股權,由目前的約7%增持至約10%。

他說,僑豐投資把該公司列為100小資本股,其排名由100名的前10名晉升至前5名。

希望Melati会有好的发展,不过基于投资风险,我不打算再加码了。

Melati今天表现不错,我个人看好她。

WHEN Lembaga Tabung Haji doubled its stake in Melati Ehsan Holdings Bhd recently, one can't help but wonder: What's so sexy about Melati?

So far, two research houses have put the construction and property company under their radar. Both told clients to buy the stock, tagging a 12-month target price of between RM2.35 and RM2.50.

This would give investors a potential upside of at least 63 per cent based on Friday's close.

"Valuation is at single-digit, and it is ridiculously low at this time. It's a good value buy with limited downside," said Jeremy Goh from OSK Research Sdn Bhd.

Currently, the stock trades at a price-to-earnings multiple of around 3.6 times, versus 9-12 times for most of the other small construction companies.

Analysts are also attracted by the amount of jobs the company has.

"The main selling point is that the company has a huge order book, relative to the size of the company. Usually, for a construction company with a market cap of about RM200 million, order book is about RM800 million," said another analyst.

He declined to be named due to company policy.

Melati has an order book of over RM1 billion, which is expected to keep the company busy over the next three years. It is also bidding for RM2 billion worth of jobs.

Tabung Haji, which had about 3.94 million shares or 3.26 per cent of Melati in 2007, currently has over eight million shares or 6.7 per cent.

"There are three things Tabung Haji look at before buying stakes in a company: Sustainable earnings, solid valuation and good management team," said a Tabung Haji official who does not want to be named.

The company is 49.7 per cent held by managing director Datuk Yap Suan Chee.

Another interesting shareholder is Kuala Lumpur Kepong's Datuk Seri Lee Oi Hian. It is believed that he holds 1.67 per cent through Malay-Sino Formic Acid Sdn Bhd.

Melati eyes flood mitigation works

MELATI Ehsan Holdings Bhd, a construction and property firm, believes it has what it takes to be one of the top players in flood mitigation.

The company, which has one flood mitigation project in hand, has bid for three more deals worth RM2.1 billion collectively in the south and north of Peninsular Malaysia, managing director Datuk Yap Suan Chee said.

"We are confident about getting one of the three contracts after the mid-term review due to our financial strength and also because of what we have achieved in Kepala Batas, Penang," Yap told Business Times in an interview in Kuala Lumpur.

The government has doubled its budget for projects to tackle flooding to RM4 billion under its latest five-year plan that ends in 2010.

But it will need five times more to end the problem completely. In December last year, Drainage and Irrigation Department director-general Datuk Keizrul Abdullah said that RM21 billion would be needed for such nationwide projects.

"More emphasis has been placed on flood mitigation to tackle flooding problems, especially in growth corridors," Yap said.

Melati won a RM170 million contract for works from Bertam to Kepala Batas in December 2004, which was its first flood mitigation work.

The main job, which started in February 2006 and is 40 per cent complete, includes widening and stabilising five rivers and constructing new drainage, maintenance complex and flood retention pond. Works will be done by April next year.

Melati's edge also lies in its "green products".

Project director Mohd Zainudin Badarudin explained that instead of reinforcing river banks with concrete, a common practice in the past, Melati uses "sand-filled mattress" and "turf reinforced matrix".

These use natural materials like coconut fibres or bio-degradable equivalent material, which allow and promote growth of vegetation.

"In addition, substantial savings in time can be achieved as no specialised equipment or additional machinery need to be deployed," Mohd Zainudin said.

Melati is also geared for more jobs, said Yap. It plans to submit bids for highway and building works as well as infrastructure projects in township developments.

The main board-listed group is targeting contracts worth more than RM300 million each, with the focus on those under the Ninth Malaysia Plan and Private Finance Initiatives.

"We are also looking at dam construction, which will be our first initiative. We have a good management team and strong network of sub-contractors, good cash flow and bankers' support to tackle the job. So we are confident and ready," Yap said.

Melati has RM1.7 billion worth of contracts in hand, of which RM1.4 billion is unbilled.

More than 80 per cent are government projects, from Selangor Economic Development Corp and TPPT Sdn Bhd, a unit of Bank Negara Malaysia.

Melati has contracts for the Trans Eastern Kedah Interland Highway project and a job to build a Carrefour hypermarket in Kota Damansara, Selangor.

"We have completed 60 per cent of the highway and are targeting to finish the job by year-end, five months ahead of schedule," Yap said.

Construction contributes 70 per cent of group revenue, while property development makes up the rest.

DATUK Yap Suan Chee started his construction business in the 1980s. The Melati Ehsan Group did small jobs at first but it did them well.

His first big break was building the French Embassy in Jalan Ampang, Kuala Lumpur. Word of how Melati handled the job spread and it led to more work for the group.

Yap believes in delivering on promises and says a good track record and financing, trustworthiness and having a strong management team are fundamental values.

He took Melati Ehsan Holdings Bhd to a main board listing last year. The group has completed around RM500 million worth of projects so far.

"As a businessman who wants to grow, one must venture into construction and property," Yap said.

Yap is an extremely private person and was not willing to talk about his personal life or educational background.

However, he told of his liking for golf and how he enjoys spending quality time with his family.

But like many entrepreneurs who endured the hard life, Yap is also an ardent philanthropist.

He has donated to various charitable bodies such as Huaren Education Foundation, Lengong Education Trust Fund and Malaysian Chinese Association to help repair and rebuild poorly equipped schools.

Sekolah Jenis Kebangsaan (Cina) Foon Yew 5, Johor Baru, has been one of the beneficiaries of Yap's generosity.

The school named its new extension block after Yap's mother as a token of its appreciation.
