阻撤销隆单轨火车合约

(吉隆坡23日讯)史格米工程(SCOMIEN,7366,主板工业产品股)获得吉隆坡高庭发出的第二次暂缓令,阻止国家基建公司(Prasarana)撤销价值4亿9400万令吉的吉隆坡单轨火车延长线合约。

史格米工程向马交所报备,独资子公司史格米火车工程私人有限公司(简称STP),于6月9日接获国家基建公司通知,以在2周内改善单轨火车车队扩展项目的表现,否则,国家基建公司将会中止合约。

为了确保工程能够顺利完成,STP依循法律途径,于同月20日获得吉隆坡高庭颁发的第二次暂缓令,制止国家基建公司不合理解除合约。

史格米工程披露,法庭会于本月27日(星期一)开始聆审。

We refer to our announcements dated 1 March 2016, 4 March 2016, 10 March 2016, 15 March 2016, 1 April 2016 and 10 June 2016.

The Board of Directors of SEB (“Board”) wishes to announce that Scomi Transit Projects Sdn Bhd (“STP”), following receipt of the Notice of Termination of 9 June 2016 (“Notice”) issued by Prasarana Malaysia Berhad (“PMB”), initiated legal proceedings against PMB by way of Originating Summons dated 20 June 2016 (“Originating Summons”). STP's lawyers have advised the Board that the High Court in Kuala Lumpur has today granted STP an interim order and injunction restraining PMB from terminating the Project Contract Agreement dated 3 June 2011 as supplemented by the First Supplemental Agreement dated 16 April 2014 and the Second Supplemental Contract dated 15 April 2015 (together the “Contract”) based on the Notice or otherwise giving effect to the Notice pending the hearing and disposal of the Originating Summons until further order of the Court. The inter-partes hearing has been set for Monday, 27 June 2016.

This is the second time STP has been granted an interim injunction to prevent PMB from wrongfully terminating the Project. On 1 March 2016, the Court granted a similar injunction (first on ex-parte and then on an inter-partes basis) restraining PMB from terminating the Contract pursuant to faulty notices issued on 4 January and 18 February 2016. The interim injunction was granted when STP claimed that PMB should not be allowed to terminate the Contract without dealing with STP’s extension of time claims.

The Originating Summons issued on 20 June 2016 is a step taken in an ongoing effort by STP to ensure that the Project is completed and to prevent PMB from unfairly terminating the Contract.

STP has to date completed approximately 83% of the Project works, which consists of the civil works (stations extension, construction of a new depot, stabling yard and train wash plant), wayside systems along the entire alignment, new signalling system for four-car trains and mixed fleet operations and delivery of six trains and will complete the Project within the time that it is entitled to be given under the Contract.

The Company will continue to provide updates from time to time on any further material development on this matter.

国家基建公司推翻失败
史格米工程暂缓令延长

(吉隆坡27日讯)国家基建公司(Prasarana)推翻暂缓令失败,史格米工程(SCOMIEN,7366,主板工业产品股)获高等法庭延长暂缓令期限。

根据文告,经过今日的审讯后,高庭延长了给予史格米工程独资子公司史格米火车工程私人有限公司的暂缓令,阻止国家基建公司以存有纰漏的通知来中止合约。

双方下一次的审讯程序,将落在下月21日。

此外,针对马新社引述国家基建公司主席兼总执行长拿督阿兹米阿都阿兹谈话的报道,史格米工程澄清,单轨火车车队扩展项目遭到展延的原因,并不在子公司的控制范围内,因此,子公司不应承担这方面的责任。

同时,针对国家基建公司对旧式火车系统安全和效率的看法,公司澄清子公司交付了最新的单轨火车系统,还有达到最高国际水准的新式四节车厢火车。

根据马新社周日(26日)报道,阿兹米阿都阿兹指公司已指示律师,质疑及设法推翻史格米火车工程公司所取得的暂缓令。

工程严重展延

他也说:“这个项目如今已严重展延。若进一步延后,将大规模地冲击公众和其他利益人士。”

在本月22日,史格米工程获得吉隆坡高庭发出的第二次暂缓令,阻止国家基建公司撤销价值4亿9400万令吉的吉隆坡单轨火车延长线合约。

The Board of SEB wishes to announce that the High Court in Kuala Lumpur (the “Court”), following an inter partes hearing on 27 June 2016, extended the term of an injunction granted in favour of STP.  The injunction (“Injunction”) restrains PMB from terminating the Contract based on the Notice or otherwise giving effect to the Notice pending the hearing and disposal of the Originating Summons until further order of the Court.  The Court will hear the parties on the Injunction and the Originating Summons on 21 July 2016.

The Contract between PMB and STP relates to the Project which involves the upgrade of the stations and systems of the Kuala Lumpur Monorail and replaces the old trains with 12 new 4-car trains, 6 of which have been delivered with 5 in successful revenue service.  83% of the Project works have been completed by STP despite extensive delays beyond its control.  The Project to date has been delayed by over 1500 days and the Contract provides that STP, as Contractor, is entitled to be paid costs incurred in respect of delay and any variations to the specifications.  STP alleges that it, unfairly:

(a) was not afforded its rights under the Contract in connection with the delay and/or variations to the specifications; and
(b) did not receive payments when due,

as a result of which, STP was not able to renew the performance bond immediately on demand by PMB.

The Board also wishes to provide clarification in respect of BERNAMA’s news article (www.bernama.com) of 26 June 2016 titled PRASARANA TO CONTEST COURT INJUNCTION ON KLMFEP where PMB is reported to state:

“The project is now seriously overdue.  If the project is further delayed, it will adversely impact the travelling public at large, as well as other stakeholders ……….”
The Board wishes to make it clear that STP is not responsible for such delays.  The delays were caused by various matters over which STP had no control and in respect of which STP was entitled to (and did not) receive extensions of time and prolongation costs.

The news article also reports PMB’s views on the safety and efficiency of the old two car train system.  The Board wishes to clarify that STP has delivered an up to date monorail system with new 4-car trains that meet the highest international standards; the trains employ the latest technology in components, manufactured by various high quality suppliers including a bespoke drive train that has been engineered and developed by the Company. The trains’ systems comply with European standards and provide universal access to cater for the needs of disabled travellers. The new trains have been proven in Kuala Lumpur since December 2014, when it was put into revenue service.  The trains have received public appreciation and there is no reason to replace any of the systems or trains delivered by STP to date, or, stand in the way of further deliveries.  

It is also reported by BERNAMA that further delays will adversely impact the travelling public and other stakeholders (including the Ministries of Finance and Transport, and, SPAD).  The Board wishes to clarify further that STP stands ready to deliver the remaining trains for the originally negotiated price and to complete the project in 12 months provided that STP’s claims are dealt with promptly and fairly. STP has during the last three months engaged with some of the stakeholders and PMB with a view to negotiating a solution to the current situation which involves:
(a) appointment of an independent expert to evaluate STP’s claims of RM365 million;
(b) a remedial plan which would see delivery of all remaining trains; and
(c) reinstatement of the performance bond.

These negotiations took place in a collaborative way.  To ensure the maintenance of goodwill during these negotiations, STP withdrew all disputes that had at the time been referred to the contractual dispute resolution process.  However, unfortunately, two days after such withdrawal, PMB, for the third time this year, sought unfairly to terminate the Contract.

The Company’s monorail technology was completely developed in Malaysia and the Company’s subsidiary Scomi Rail Bhd is the only Malaysian manufacturer and designer of monorail rolling stock.  Scomi Rail markets its product in Malaysia and overseas and to date has won 4 international tenders for monorail systems leading to growing international recognition of the quality and capability of its monorail product.

The Company will continue to provide updates from time to time on any material developments on this matter.

进军单轨火车市场
史格米工程冀中国联营

(吉隆坡29日讯)史格米工程(SCOMIEN,7366,主板工业产品股)放眼与中国公司联营,进军当地的单轨火车业务市场。

《星报》引述消息披露,史格米工程在巴西及印度的单轨技术成功后,有意在中国二三线城市,发展同样的项目。

多家中国轻轨、工程与基建公司,也自主与史格米工程洽谈发展商机;根据消息来源,双方已持续洽谈了6至7个月。

目前,中国拥有100个二三线城市,当地的基建工程将大量增加;另外,中国央政府也拨出一笔巨款,供改良公共交通及兴建单轨系统所用。

根据彭博报道,深圳比亚迪有限公司是其中想要在中国兴建单轨火车系统的公司。

比亚迪主席王传福表示,若以70公里为基准,单轨火车系统在中国的潜在市场价值可达3兆人民币(约1兆8400亿令吉)。

消息来源表示,若联营计划成功,史格米工程将提供技术与系统层面上的辅助。【e南洋】

史格米工程子公司
接清盘令追101万


2016年7月9日
(吉隆坡8日讯)史格米工程(SCOMIEN,7366,主板工业产品股)主要子公司史格米铁路(Scomi Rail),接获PSI Incontrol私人有限公司清盘令并追讨101万令吉。

史格米工程今日向马交所报备,史格米铁路于周二就接获上述清盘令,主要针对双方于2012年9月的合约纠纷。目前该项合约已终止。

PSI Incontrol的索偿额也包括利息。

史格米工程指出,史格米铁路将采取行动撤销该清盘令,因为双方的纠纷原因,包括PSI Incontrol无法根据合约改善本身的表现而引起。

该公司认为,清盘令只是一项误会。

史格米工程强调,上述清盘令不会影响该公司截至明年3月的2017财年表现,也不会有巨额损失。

截至目前,史格米工程在史格米铁路的投资成本约达1500万令吉。【e南洋】

The Board of Directors of the Company wishes to announce that SRB, a major subsidiary of SEB was served with a winding up petition ("Petition") dated 4 July 2016 on 5 July 2016 by PSI Incontrol Sdn Bhd ("PSI") in respect of disputed sums alleged by PSI to be owing to the amount of RM1,016,464.11 together with further interests thereto ("Debt").

The dispute arose in connection with an Agreement entered between SRB and PSI on 26 September 2012 ("Contract") which has now been terminated by SRB.

SRB will take steps to apply to strike-off the Petition because the Debt is disputed for reasons, amongst others, due to PSI's failure to rectify its poor performance of its obligations under the Contract. The Petition is therefore misconceived.

The winding up proceedings will not have any significant financial and/or operational impact on the SEB Group for the financial year ending 31 March 2017. No material loss is expected to arise from the winding up proceedings.

As todate, SEB's cost of investment in SRB is approximately RM15 million.

None of the Directors or major shareholders of SEB or persons connected with them, have any interest, direct or indirect, in the winding up proceedings.

史格米工程争取曼谷单轨火车

(吉隆坡16日讯)史格米工程(SCOMIEN,7366,主板工业产品股)放眼通过公私合作(PPP)方式,争取泰国曼谷单轨火车(Monorail)项目。

《The Edge》引述史格米工程总执行长罗海达报道,公司放眼在该基建发展项目扮演重要的角色,期望可在月杪敲定伙伴,并参与项目。

她说,在过去6至8个月,公司曾就上述合作与国内外公司洽谈过。

“竞争者是一样的——庞巴迪公司(Bombardier)、日立公司(Hitachi)和中国铁路企业。”

罗海达表示,公司将在月杪得知与谁合作,而史格米工程也必须在8月前呈上竞标,预计项目会在明年初颁发。

“任何铁路工程都能以公私合作的方式竞标。”

若史格米工程成功得标,泰国将会是该公司在海外营运的第三个国家。

目前,该公司的订单约有30亿令吉,竞标书则达150亿令吉。【e南洋】

Scomi Engineering就4.94亿令吉单轨火车工程向国家基建公司寻求仲裁

(吉隆坡21日讯)Scomi Engineering Bhd正寻求仲裁,以解决国家基建公司(Prasarana)因前者延迟交付火车,而终止该集团在吉隆坡单轨火车(KL Monorail)项目工程的纷争。

Scomi Engineering今日向大马交易所报备,独资子公司Scomi Transit Projects私人有限公司已向国家基建公司发出仲裁通知。

这起纷争是由国家基建公司向Scomi发出志期2016年6月9日的终止通知书所引起的,国家基建公司给予Scomi 14日的期限续付履约保证金,若无法达成,这份于2011年6月3日签订的合约将被终止。

同时,另外两项志期2014年4月16日和2015年4月15日的附加协议,也将被终止。

根据这份主合约,Scomi与国家基建公司签约,负责交付12组全新四节车箱的单轨火车、打造一个新车站、安装一个新信号系统、提升单轨火车车站的电子与机械系统,合约价值为4亿9400万令吉。

第二项附加协议的内容为,Scomi必须在2015年12月31日前交付10组四节车厢的火车,包括7组火车供商业运输之用。

然而,国家基建公司声称,仅有6组新四节车厢单轨火车按时交货,而其中5组火车已投入运作。双方因火车延迟交货而僵持不下。

在2016年6月27日举行的多方听证会后,吉隆坡高等法院决定延长同年6月21日颁布的禁令期限。

上述禁令制止国家基建公司终止这项工程。

“根据主合约的第20条文,Scomi Transit遵循大马法律提呈仲裁,因国家基建公司未能回应6月20日发出的争议通知书(notice of dispute),也未能按照主合约的需求将双方争议带到争议裁决委员会(Dispute Adjudication Board)裁决。

“董事部仅此通知,此仲裁对公司的业务表现取决于仲裁结果。”

The Board of Directors of SEB (“Board”) wishes to announce that its wholly owned subsidiary, Scomi Transit Projects Sdn Bhd (“STP/Claimant”), has on 21 July 2016 issued a Notice of Arbitration (“Arbitration”) against Prasarana Malaysia Berhad (“PMB/Respondent”) to resolve the disputes between Claimant and Respondent in arbitration.

The dispute arose in relation to the Notice of Termination dated 9 June 2016 (“Notice”) issued by PMB which gave STP 14 days from the Notice Date to renew a performance bond connected with the Project, failing which the Project Contract dated 3 June 2011 (“Principal Contact”) (as supplemented by the First Supplemental Agreement dated 16 April 2014 and the Second Supplemental Contract dated 15 April 2015) (collectively, the “Contract”) will terminate.

Following an inter partes hearing on 27 June 2016, the Court extended the term of an injunction earlier granted on 2 1 June 2016 in favour of STP (“Injunction”) restraining PMB from terminating the Contract based on the Notice or otherwise giving effect to the Notice pending the hearing and disposal of the Originating Summons until further order of the Court.

Pursuant to Clause 20 of the Principal Contract, the Claimant invoked the reference to arbitration in accordance with Malaysian Law and to be settled in Kuala Lumpur when PMB failed to respond to the Claimant’s earlier Notice of Dispute issued on 20 June 2016 to refer the dispute to a Dispute Adjudication Board to be formed pursuant to the requirements of the Principal Contract.

STP has been advised by its solicitors that their claims against the Respondent in respect of the purported termination of the Contract by way of the Notice are based, inter alia, on the following grounds:
(a) that the Respondent as the party in breach in failing to fairly and properly value and pay for work done by the Claimant and to consider and approve variation claims and extension of time was not entitled to take advantage of that breach to terminate the Contracts;
(b) that the parties had agreed to extend the time for completion by way of a Remedial Plan with outstanding issues such as extension of time and variation claims to be resolved by an independent 3rd party or by arbitration;
(c) that the Respondent was under a duty in law to cooperate so that the Remedial Plan could be finalised;
(d) having continued to negotiate with the Claimant to work out a Remedial Plan to complete the Project even after expiry of the Performance Bond, the Defendant was estopped from relying on the alleged failure to provide a Performance Bond as a ground to terminate the Contracts;
(e) that on the true construction of clause 4.2.1.2 of the Principal Contract, the Plaintiff was not in breach of the Principal Contract or the Contracts as the duration of the Performance Bond could not be fixed because time for completion of the works under the Contract was at large and the parties were still in negotiation to fix an extended completion date;
(f) having reached an agreement as to how the parties’ disputes were to be resolved, the Defendant was under an obligation of good faith in all continuing discussions and negotiations, so as to achieve the agreed intentions of the parties; and
(g) that duty of good faith was breached where and when the Defendant:
(i) abruptly and unconscionably threatened termination of the Contracts when details of a Remedial Plan were still under discussion;
(ii) acted in bad faith, in walking away from an agreed settlement plan.

The Board wishes to inform that the effect of the Arbitration on the ongoing business performance of the Company is dependent on the outcome.

The Company will continue to provide updates from time to time on any further material development on this matter.

法庭驳回Scomi对国家基建的诉讼

(吉隆坡25日讯)高庭已驳回Scomi Engineering Bhd子公司Scomi Transit Projects私人有限公司(STP),就国家基建公司(Prasarana Malaysia Bhd)终止双方合约而提出的诉讼。

Scomi今日向大马交易所报备,不过,高庭颁布了一项禁令,暂缓国家基建公司终止合约至明日,届时法庭将听取论据,是否应进一步延长禁令,等候上诉。

双方的争执始于国家基建公司在6月9日发出的终止通知,给予STP 14天的时间更新履约保证金,否则将终止志期2011年6月3日的合约。

根据该合约,STP将交付12套全新4节单轨火车、建新站、安装新信号系统和提升吉隆坡单轨火车站,包括电气和机械系统,合共4亿9400万令吉。

然而,国家基建公司声称,至今只收到6套4节列车,其中5套开始运作。双方就列车延迟交货而出现争执。

史格米工程单轨火车合约
国家基建禁委新承包商

(吉隆坡27日讯)高庭下令禁止国家基建公司(Prasarana)针对吉隆坡单轨火车扩展项目委任其他承包商,直至8月16日的聆讯日为止。

史格米工程(SCOMIEN,7366,主板工业产品股)昨天通过文告宣布,高庭决定不延长临时禁令,但下令禁止国家基建公司委任其他承包商,直至下一个聆讯日。

史格米工程表示,将持续反对中止合约。

另外,该公司也将根据2012年建筑业付款与仲裁法令(CIPAA),持续寻求延长期限及各种项目索赔。

“这将减轻任何因‘中止合约’,对公司现财年财务表现造成的潜在负面影响。”

史格米工程指,国家基建公司与STP的合约内容,包括升级吉隆坡单轨火车的车站与系统,并以12个新的4节车厢,取代旧车厢。

STP filed a Notice of Appeal on 25 July 2016 against the dismissal of the originating summons filed on 20 June 2016 which appeal has been fixed for hearing on 16 August 2016 (“Appeal Hearing”).

The Court, earlier today, did not extend the interim injunction granted on 22 July 2016.  However, the Court made an order restraining PMB from appointing another contractor for the Project until the Appeal Hearing.

STP will challenge the purported termination of the Contracts. On 21 July 2016, STP filed a Notice of Arbitration for wrongful termination of the Contracts by PMB and will continue pursuing its rights in arbitration.

STP will also continue to pursue its extension of time and variation order claims pursuant to the CIPAA and in arbitration and all other claims in line with its entitlements. These will mitigate any potential adverse impact on the financial performance of the SEB Group during the current financial year, which may arise from the purported termination.

The Contracts between PMB and STP relates to the Project which involves the upgrade of the stations and systems of the Kuala Lumpur Monorail and replaces the old trains with 12 new 4-car trains, 6 of which have been delivered with 5 in successful revenue service.  83% of the Project works have been completed by STP despite extensive delays beyond its control and ongoing disputes relating to contractor claims.

The Board will continue to provide updates from time to time on any material developments.

斯可米工程售资產予雅饰

(吉隆坡1日讯)斯可米工程(SCOMIEN,7366,主板工业股)今天宣佈,以4200万令吉將雪州的2栋办公楼和2家工厂卖给雅饰房地產(AXREIT,5106,主板房產信托股),再回租这些產业。

斯可米工程是通过旗下的子公司SCOMICOACH私人有限公司,与雅饰房地產的信託公司兴业信託有限公司,签署一项產业买卖协议,把位於雪州的一块工业地皮、1栋3层楼的办公楼和1家单层工厂,以及1栋4层楼的办公楼和1家单层工厂,卖给雅饰房地產,转手价是4200万令吉。

接下来,斯可米工程和兴业信託签署一份回租协议,回租上述產业。

该公司预计,可从上述交易获得一笔大约200万令吉的一次性收入。脱售所得资金將充作营运资本。

若无意外,SCOMICOACH料可在未来4个月內脱售上述產业。【东方网财经】

史格米工程进军中国

(吉隆坡17日讯)史格米工程(SCOMIEN,7366,主板工业产品股)看好中国潜在庞大的单轨火车市场,目前积极和中国伙伴洽谈,携手进军试图分一杯羹。

史格米工程总执行长罗海达,今天在股东大会后的记者会上指出,公司正和中国数方洽谈,同时将会从两方面合作,在渗透中国市场之余,也会在国际市场合作。

她透露,中国市场庞大,加上当前竞争对手仅有庞巴迪(Bombardier)、日立(Hitachi)和中国铁路企业,因此,目前探讨进军中国的可行性,估计在6个月后会敲定。

罗海达放眼能赢得中国单轨项目中的整套单轨火车系统及工程,同时对于涉足中国市场充满信心。

“中国的二三线城市,有长达1000公里的潜在单轨路线,倘若能赢得10%至20%,已是相当显著的规模。”

她透露,公司计划通过竞标,提高操作和维修(O&M)的收入。该公司过去两年都负责孟买单轨火车的操作和维修,同时获得国际认可。

“我们冀望借助现有的营运记录呈交竞标书,如在巴西的项目,在售卖单轨火车的同时,提呈建议书推销公司的操作和维修配套。”

她指出,公司有别于竞争对手庞巴迪公司和日立公司仅设计和制造单轨火车,而公司能通过操作和维修,提供“一条龙”的服务。

手握21亿订单

随着早前取得圣保罗17路线单轨火车项目的额外工程后,史格米工程目前手握的订单已攀升至21亿令吉。

她说,公司目前参与竞标的合约规模达200亿令吉,其中将于今年11月竞标泰国总值30亿美元(120亿令吉)的单轨火车项目。

“在泰国的项目,我们主要负责系统方面,因此只占整体合约总值的40%至50%。公司目前正积极和泰国的数个合作伙伴洽谈,相信近期将会有结论。”

在现有订单和进行中项目支撑下,罗海达对2017财年的表现充满信心。

诉讼案不影响业绩

另一方面,罗海达对于公司和国家基建公司(Prasarana)的诉讼案不愿置评,不过认为此案件不会影响公司今财年的表现。

今年6月9日,史格米工程独资子公司史格米火车工程私人有限公司(STP),接获国家基建公司通知,要求该公司在2周内更新履约保证金,过后因无法满足该要求,导致合约被终止。

史格米工程过后获得高庭暂缓令,暂缓终止合约。接着在6月27日,国家基建公司尝试推翻暂缓令,不过以失败告终,高庭批准延长暂缓令期限。

STP获得高庭延长暂缓令,阻止国家基建公司终止合约。

接着,高庭决定不延长临时禁令,但下令禁止国家基建公司委任其他承包商,直至下一个聆讯日,而史格米工程表示将持续反对中止合约。【e南洋】

觊觎单轨火车制造业务.中资或洽购史格米工程

(吉隆坡4日讯)中国投资者觊觎史格米工程(SCOMIEN,7366,主板工业产品组)的单轨火车制造业务,可能收购该上市公司一些股权,或取得史格米工程独资公司史格米轨道公司直接控制权。

根据消息,多间中国公司高层已就此事与史格米集团接触,史格米集团在史格米工程持股72.33%。

消息人士告诉《The Edge》:“很多中国公司动作频频,不过未拍板定案。他们确实极有兴趣,并提出很多具体提议。”

史格米集团首席执行员兼执行董事沙哈京未克评论此事,他在集团持股9.34%,是继怡保工程(IJM,3336,主板建筑组)(持股24.5%)之后另一大股东。

消息指相关方面亦接触怡保工程脱售持股,不过目前尚不知后者动向。怡保工程去年2月透过转换债券而增持股,即便未转换前已对史格米集团疲弱财务不悦。

卖单轨火车业务尚早

(吉隆坡6日讯)史格米工程(SCOMIEN,7366,主板工业产品股)澄清,任何涉及旗下单轨火车制造业务股权的建议,仍处初步和探讨阶段。

史格米工程今日向马交所报备,虽不断寻求业务增长机会,包括单轨火车制造业务。但任何涉及相关股权买卖建议,目前都属初步和探讨阶段,未有决定。

史格米工程是针对据财经周刊《The Edge》日前的报道内容,做出澄清。

《The Edge》早前引述消息,一些中国公司的管理层,正与史格米(SCOMI,7158,主板工业产品股)管理层洽谈,有意收购该公司单轨火车制造业务,包括史格米工程或独资子公司史格米铁路(Scomi Rail)的股权。【e南洋】

了结单轨火车工程诉讼
史格米工程国家基建和解


2017年3月5日
(吉隆坡4日讯)针对吉隆坡单轨火车扩展计划,史格米工程(SCOMIEN,7366,主板工业产品股)已与国家基建公司(Prasarana)签署第三份补充协议,借此了结双方早前的诉讼纠纷,并携手完成剩余的工程。

史格米工程昨天向马交所报备,旗下史格米火车工程私人有限公司,周五已与国家基建公司签署第三份补充协议。

双方曾在2014年4月16日签署第一份补充协议,2015年4月15日签署第二份补充协议。

签署补充协议都是为了升级吉隆坡单轨火车的车站、电气和机械系统。同时,也包括新建一个新的火车站,及交付12套4节车厢的火车。

随着签署第三份补充协议,双方也同意撤销各自针对对方的诉讼。

根据第三份补充协议,双方还同意委任一名独立顾问,来解决所有的索赔问题。

史格米工程总执行长罗海达,通过文告表示,与国家基建公司经过各种商讨后,对于能够继续此项目而感到高兴。

“基于完成项目的共同目标,我和我的团队将持续承诺为这重要的项目,履行我们的责任。”

完成83%

迄今,史格米火车工程已完成了约83%的项目进度,包括土木工程、路边系统、4节车厢火车的新信号系统、综合火车队操作和交付了六列火车。

史格米工程和国家基建公司的纠纷一度闹得沸沸扬扬,甚至闹到去仲裁庭。【e南洋】

史格米工程资金中断?
孟买单轨火车再度延工

(吉隆坡14日讯)根据媒体报道,孟买单轨火车的第二阶段项目,料因为承包商史格米工程(SCOMIEN,7366,主板工业产品股)的财务问题,而再次错过竣工期限。

《印度快报》昨天报道,连接Wadala和Jacob Circle的走廊,理应在6月开始营运,不过,由于史格米工程无法提供新的车厢,因此,需要耗更长的时间等待。

报道引述孟买大都会区发展局(MMRDA)的专员衫杰称:“要调试及试跑单轨火车,我们需要更多的车厢。然而,承包商的财务状况无法提供。”

他续称,第二阶段项目的竣工日期,将取决于史格米工程可以多快可以安排资金来提供车厢。

报道称,MMRDA所持有的10个车厢内,只有5个能够操作,其余有些技术故障。

“其中三个有轻微的故障,可以修理,但其他两个则需要更多资金修理,不过现在无法得到。”

根据报道,史格米工程还需要提供5个车厢,才可以让第二阶段项目竣工。

史格米工程的营运和维修合约在2月到期后,MMRDA已经为未来10年的新承包商进行招标。

虽然史格米工程面临财务困难,但MMRDA还是愿意将其合约再延长另外三年,条件是将修改原有的每趟3131卢比(约214令吉)收费率。【e南洋】
