医院明年竣工．亿强未来10年年获1亿收入

（吉隆坡9日讯）亿强工程（ZECON,7028,主板建筑组）手握36亿令吉订单，足以忙碌3至5年，并在公共私营合作机制（PPP）下进行的医院明年竣工后，自2019年起未来10年，每年将获得1亿令吉营业额。

手握36亿订单

该公司首席执行员赛益慕扎基尔在汇报会上表示，公司手上6个进行中的工程项目，足以为提供3至5年获利能见度。

同时，该公司拥有国大儿科医院25年半的特许经营权，将在2017年11月完工，预算从2019财年起首10年，每年进账1亿令吉。

债务将增3倍

只不过该公司在PPP情况下，明年必须开始偿还贷款，预见债务将增加3倍，攀升至高峰。

他说：“这项总值6亿6000万令吉工程预计在明年11月竣工，该项工程贷款属于私人贷款机制（PFI）性质的过渡性贷款，当时政府以‘围栏’（Ring fence）方式区隔开来。

明年我们必须偿还该笔贷款，届时后债务比会从目前1.36倍，再增加3倍。”

他强调，虽然公司债务走扬，但并不代表公司必须承受庞大利息，大部份贷款是属于定期贷款，加上特许经营收入开始入账后，公司债务比自然就会下降。

询及该公司泛婆罗洲（Pan Borneo）大道工程，他说：“目前工程已经进行了12%，尽管面对一些普通的建筑问题，但都可一一解决。”

发展110亿项目
带来获利动能

他放眼旗下工程能维持10%毛赚幅，在劳工和建筑材料走扬情况下，如果可以获得5%以上的净利赚幅，公司就感到十分高兴。

他指出，公司未来最大获利动能，是来自发展总值高达110亿令吉的Kota Petra项目。该发展期限长达15年产业项目，已经有些进展，面积达2000英亩的古晋地库价值有望获得释放。

赛益慕扎基尔表示，KotaPetra项目第一期工程是为一个大马公务员房屋（PP1AM）机构建造2117间双层排屋，已经获得州政府批准。

他说：“Kota Petra涵盖了州政府行政中心、度假村、医疗以及教育中心等各种元素。

尽管公司打算让产业成为公司主要营业额来源，不过截至目前产业对公司营业贡献依然不多。”

億強工程交易細節無法公布

（吉隆坡20日訊）億強工程（ZECON，7028，主要板建築）原將交代以1億5500萬令吉脫售子公司股份，但由于突發狀況，暫無法公佈交易細節。

億強工程從上週五（17日）下午2時30分起暫停交易，至今日下午5時。公司原計劃在這期間就脫售子公司Zecon Medicare私人有限公司49%股份的計劃簽署相關協議，但由于不可預見的突發狀況，簽署儀式被迫延后。

該公司向馬證交所報備：“上述交易詳情將在協議簽署后，另行公佈。”【中国报财经】

亿强工程1.55亿卖子公司49%

2017年11月28日
（吉隆坡27日讯）早前宣布展延脱售计划的亿强工程（ZECON，7028，主板建筑股）如今宣布，以1.55亿令吉，脱售旗下Zecon Medicare私人有限公司的49%股权。

亿强工程向交易所报备，公司已在今天与砂拉越州财政秘书处签约，以脱售Zecon Medicare的392万股，相等于49%股权。

根据文告，Zecon Medicare是马来西亚国立大学（UKM）专科儿童医院发展的特许专营者。该专营期已从2014年5月29日开始，为期30年，当中包括54个月的建筑期。

保留持股51%

董事部相信，上述脱售正合时，能为亿强工程提供以诱人价格，兑现部分Zecon Medicare投资的机会。

脱售49%股权后，亿强工程仍能通过所持有Zecon Medicare的51%股权，继续参与未来营运。

另外，脱售也能为公司提供财务灵活度，优化资本结构并管理融资需求。

亿强工程早前也表示，部分收益将用来偿还贷款，有助于节省利息及降低负债。【e南洋】

洪建文．金钱与前瞻，只能二选一？

娶妻求淑妇，那么引进策略股东，是要求“财”，还是求“才”呢？

就拿亿强工程（ZECON，7028，主板建筑组）来说，该公司日前建议以1亿5500万令吉现金脱售忆强Medicare公司的49%股权给砂拉越金融秘书机构（SFSS），这实属一石二鸟之良策，不仅可为特续经营权业务带来强大的后盾，同时还可套现偿还债务，。

亿强工程在文告中表示，整个脱售计划将在2018年上半年完成，而脱售所得将用来偿还银行贷款和作为营运资本。

老实说，市场普遍预期国家银行最快在明年1月升息，亿强工程管理层赶在升息前对债务进行管理值得嘉奖。截至2017年6月30日，该公司负债比达到2.92倍，而在套现偿还债务后，其负债比将大减至1.03倍或2亿8040万令吉，不仅可省下大笔的利息，更可强化资产负债表，为未来竞标工程腾出更多空间。

此外，亿强工程虽卖出忆强Medicare的49%股权，但集团仍持有多数股权（51%），还是可享受国大（UKM）儿童专科医院长达30年的营运权带来的丰硕成果，再加上朝中有人好办事的好处，整个交易看似合理。

不过，尽管股权脱售计划好处不少，但问题是管理层与其向钱看，不是更应该向前看吗？

没错，亿强工程现债务不少，获得SFSS的资金将有助舒缓集团资产负债表压力，但别忘了自己是以建筑起家，而新股东SFSS除了满满的资金外，并无医院管理方面的经验，双方的结合如何能为这家即将竣工的医院带来好处，已叫人想破头，更别说服股东能有效管理并为集团带来最佳效益了。

The Board of Directors of Zecon Berhad wishes to announce that the Company had on 07 August 2018, received the notice of termination (“Notice”) dated 02 August 2018 from Jabatan Kerja Raya Malaysia (“JKR”), for Cadangan Pembinaan Hospital Petrajaya (300 katil) Petra Jaya, Kuching, Sarawak (“Termination”). The Board had sought legal advice on the Termination as the Company is of the opinion that the purported Termination is wrongful and that the Company will be seeking legal redress including initiating an action to challenge the Termination through the courts. Reference is made to the announcement made by the Company on 8 August 2018 on the notice of termination received from Jabatan Kerja Raya Malaysia (“JKR”) on the contract awarded for the construction of Hospital Petrajaya. The Board of Directors of Zecon (“Board”) wishes to inform that the Company’s solicitors had this morning filed an ex-parte application and obtained an injunction from the High Court in Kuala Lumpur to restrain JKR from making a claim or receiving the proceeds of the Bank Guarantee of RM24.75 million that was issued in respect of the abovementioned project.
