KUALA LUMPUR, Nov 3 (Bernama) -- Iskandar Investment Bhd, the catalytic project developer of Iskandar Malaysia, has secured a RM1.8 billion real estate investment from China-based company, Qingdao Zhouyuan Investment Holdings.

Qingdao Zhouyuan is a subsidiary of Hebei-based real estate developer, Zhouda Real Estate Group.

President and Chief Executive Officer Datuk Syed Mohamed Ibrahim said the investment project, over two phases, will commence next year and be over a period of about 10-15 years.

"This is the first real estate investment by a foreign company in Medini Iskandar Malaysia and the biggest project investment in the area, to date," he added.

He was speaking to reporters after signing two framework agreements with Qingdao Zhuoyuan for the development of mixed residential and commercial projects in Medini Iskandar here, today.

The ceremony, witnessed by Deputy Prime Minister Tan Sri Muhyiddin Mohd Yassin, was held in conjunction with the third World Chinese Economic Forum.

The first framework is for the establishment of a joint venture between Iskandar Investment and Qingdao Zhuoyuan to develop a residential project on a 7.256-hectare plot in Medini North, in close proximity to Legoland Malaysia.

The total sales value (TSV) of the project, 80 per cent owned by Qingdao Zhouyuan, is RM157.6 million with an estimated investment reaching RM1.2 billion.

The second framework agreement is for the sale of lease for a 3.896-hectare plot, also in Medini. Qingdao Zhouyuan will establish a mixed-use development on the site, which has a TSV of RM70.8 million and total investment estimated at RM520 million.

"Qingdao Zhouyuan's investment into Medini, is a clear affirmation of the company's confidence in the growth potential of Iskandar Malaysia and Iskandar Investment as its investment partner, to take on opportunities in Southeast Asia," Syed Mohamed said.

Currently, Iskandar Investment is also in discussions with several foreign investors from China, Korea, Indonesia, Japan, India and Singapore in the Iskandar Malaysia project.

The discussions are expected to be finalised in the next six months.

Singaporean home buyers look to Johor

KUALA LUMPUR (Nov 7, 2011): The long queue for public housing in Singapore and high prices in the secondary market have resulted in more Singaporeans buying property in Johor and the Iskandar region, a Singapore real estate agent said.

Institute of Estate Agents Singapore immediate past president Jeff Foo said it is taking longer for young couples in Singapore to upgrade as property prices have gone up while supply is low.

"The government is working to provide more properties for young people, but we will only see the effect in several years' time," he said at the FIABCI-Malaysia Morning Talk on 'Singapore Property Market Updates' recently.

Foo said the certificate of entitlement or COE required for purchasing properties in the secondary market is expensive while the wait for new public housing from the government takes about three years.

He added that many Singaporeans, both local and permanent residents, are buying houses in Johor and commuting to work every day due to the lower cost of living and cheaper houses in Johor.

On the other hand, property buyers from China have overtaken Malaysians in Singapore. Today, 26% of property buyers in the republic are Chinese while 18% are Malaysians.

As for foreign property developers, most of them enter the Singapore market through joint ventures (JV) with local players as it is difficult to penetrate the market on their own. They would also need to know how the local players work in order to secure JVs, said Foo.

He said most foreign developers participating in the Singapore market are from China and Indonesia, while partnerships among local players are also common.

"I don't see Malaysian developers going into public housing projects as most tenders go to local developers. For luxury apartments, it depends if the project is worth going into a JV," he added.

On real estate investment trusts (REITs), Foo said prices have fallen due to lower demand while analysts have said Singapore's REITs are undervalued.

"REITs in Singapore have fallen, about 23% for hospitality REITs, office 22%, retail 5%, industrial about 7%," he said.

Foo said Grade A offices today are charging about S$10 to S$11 psf compared to the peak in 2008 with rentals of S$18 psf, which was still 50% cheaper than in Hong Kong.

However, healthcare REITs are growing, he said. Singapore's only two healthcare REITs are Parkway and First REIT.

随着新山迅速发展,新山富有人家对生活品质逐渐提高,高档住宅区的需求也随之增加!这股力量催化了高尚住宅的冒起,同时也催升了豪华住宅的身价。
什么是高档住宅区必备的条件?发展商说法不一,一般认为只有半独立式、独立洋房及别墅以上的屋款,再配合地势及居住环境、保安等设施的优劣,才能称得上是高档住宅区。
近年流行的毗连式半独立屋款,有发展商认为此屋款只能算是中上级住宅区,并不能算是高档,目的是让中等收入家庭也能入住半独立式房屋生活。
高档住宅区占地较大
严格来说,高档住宅区占地面积较大,发展商善于利用采光设计及绿化,提高居住者的生活舒适度及环境绿化。
近年注重在高档住宅区发展的地区包括和丽园、浩然山庄、五福城、百万镇等。
和丽园发展商董事经理拿督张润安说,富有的新山人越来越多,在生活富裕的同时,更追求生活品质及品味,因此高档住宅区的市场需求也越来越多。
他认为,毗连式屋款虽然高尚,但应该归类于中上等级的住宅区。
因此,所谓的高档住宅区应以半独立及独立洋房为主,并结合周围环境、地形、保安及设计发展完善居住环境。
若以经济能力为前提,每个人对房产的需求不同,有的人喜欢住大洋房开豪华轿车,有的人则以够住够用为生活条件。
尤其是富人对房产要求更高,除了屋款高档及舒适的设计外,也对环境及保安有更严格的要求。

依斯干达特区受投资者欢迎
位于马来西亚依斯干达特区发展范围的住宅区,最近大受投资者欢迎,在这里有计划的发展商自然也销售大热。
这里的房地产计划,因为在地域和周围环境上略有不同,各占优势,并以此作为吸引购屋者的卖点。
同时,因为坐落在政府重点发展的范围,这里也大受外资欢迎。
例如浩然山庄房产单位买家有60%是本地人,外资则以新加坡人居多(占外资买家约80%)。
由于财力不是最大问题,这类买家对环境和设施要求更高,拥有绿色景致,尤其是有高尔夫球场俱乐部的计划更成了新庞。

明年产业价仍会涨
尽管有人不大看好明年房产市道,但温曜嘉则认为,明年的产业价格仍会上涨。但他表示,因为受全球经济影响,所以涨幅不会太高,他预测明年房价最多可增值10%。
另外,陈高兴认为,产业是否能增值,也需要居民共同经营及社区管理。
“因此五福城居民成立了居委会,购屋者将自动成为会员,一起共同维护住宅区的环境。”
他说,产业增值与整个全球经济走势息息相关,这一年整个产业行情都一直水涨船高,并预测明年产业价格仍会呈直线上升发展。除了本地产业价格高涨外,新加坡的产业价格也上涨很快。

PETALING JAYA: Singapore billionaire Peter Lim, dubbed the “Remisier King”, has signed a deal with the Johor royal family to acquire 10ha in Johor for the development of a medical hub and a marina city.

The joint venture company behind the development is Best Blend Sdn Bhd, which Lim owns 70%, and the royal family owns 30%. Lim is ranked by Forbes business magazine as Singapore's eighth wealthiest individual with a fortune of S$1.8bil.

“The cost of the medical hub is estimated at S$200mil and the total development cost could range from S$1bil to S$2bil. The medical hub will be funded through a mixture of debt and equity,” said Koh Kim Huat, a director of Best Blend.

The hospital, when completed, will be managed by Thomson International Health Services, the consultancy and management division of Thomson Medical Pte Ltd.


Lim wants to develop the 10ha into a medical hub and marina city.
Singapore-listed Thomson Medical was taken private by Lim last year. It is described as a leading healthcare service provider in Singapore for obstetrics, gynaecology and paediatric service.

The site of this hub is located at Bandar Johor Baru, and is within close proximity to Johor's new royal customs, immigration and quarantine complex as well as Singapore's Woodlands checkpoint.

The first phase of the project will see the construction of a medical hub which will include a private hospital and healthcare-related facilities and also supporting facilities including serviced apartments, a mega shopping mall and a mega fully secured car park. A special feature of the complex is a state-of-the-art security deterrence and detection systems.

The 200-bed general hospital will house centres of excellence for diabetes, orthopaedics, ophthalmology, women's health, and a state-of-the-art day surgery centre.

“The medical hub will provide quality private healthcare at affordable prices to Singaporeans and Malaysians,” said Koh.

When asked whether TMC Life Sciences would be involved in the medical hub, Koh said there were no plans at this point.

Lim made headlines in Malaysia last year when he bought a substantial stake in TMC Life Sciences Bhd, a private healthcare group which is popular for its fertility treatments. Lim is now the largest shareholder of TMC with 32.59% stake.

Koh said fertility would be one of the key focus segments of the hospital. Among others, the focus for the hub will be the treatment of chronic and lifestyle diseases associated with growing affluence and which afflicts increasing numbers of Malaysians. The hub aims to provide a one-stop centre for chronic disease management of diabetic patients. A training school will be set up for nurses and medical technicians

我觉得他们新加坡investor这次真的很determined和aggressive,不过我看也是因为新加坡大致上已经饱和了...

英国南安普敦大学 大马分校正式招生

英国南安普敦大学(University of Southampton)大马分校正式招生,学费较在英国就读便宜40%。
英国南安普敦大学大马分校总执行长佐汉麦布莱指出,大学将正式向高教部注册成为私立高等学院,大学的机械工程课程也获得马来西亚课程认证机构(MQA)及马来西亚工程师委员会认可。
以工程系闻名世界的南安普敦大学在柔佛依斯干达教育城(EduCity@Iskandar)设立分校,预计2012年10月开课。
到英国总校深造两年
佐汉麦布莱说,南安普敦大学提供的课程是在大马分校就读两年,然后到英国总校继续深造两年。
“未来4至5年,我们计划让学生在大马分校完成4年课程。”
他强调,大马分校的课程及考试都与英国总校一样,南安普敦大学在英国工程系大学中,排名首三名,因此该校也保持着高入学标准,以便招揽顶尖的工程系学生。
“本校机械工程系在《英国卫报》的2012年大学指南中排名第一,我有信心能够为大马学生提供高水准的教育水平。”
询及大马分校师资安排时,他指出,该校计划在本地招揽一半的师资,另一半则是来自英国总校的讲师。
该校也会在大马分校及英国总校提供学生住宿。大马分校第一年的学额是60至70名学生,将会随着学校发展逐年增加学额。
提高我国高等教育水准
教育领域是12项国家关键经济领域之一,政府希望将其中一项新启动计划的依斯干达教育城发展成为教育枢纽,以提高我国高等教育水准,为大马创造国际高教品牌。
佐汉麦布莱说,在伊斯干达教育城设立分校将有助刺激大马经济,招揽更多国际学生及企业来马。
“伊斯干达教育城位置适中,我们能够吸引整个区域包括新加坡、印尼、中国、印度等国家的学生来马深造,有助于为大马栽培更多工程系的人才。
“如此一来也能够招揽更多外国公司来马投资进而促进大马经济发展。”
询及大马分校投资额时,佐汉麦布莱没正面回应。他说该校更注重投资于研究工作及师资,并会逐步增建大马校园内的设施。
他幽默的说:“我相信以学校的名誉会有很多人愿意提供我们发展资金。”

建造新马捷运系统 两国招标寻求工程咨询

  衔接新加坡和马来西亚的捷运系统,明天展开建筑和工程咨询服务的联合招标活动,预示着人们更为接近直接搭乘地铁列车往返新加坡和柔佛新山,远离关卡塞车的梦魇。
  马来西亚陆路公共交通委员会(SPAD)和新加坡陆路交通管理局昨天发表联合文告,指出它们已受马来西亚——新加坡部长级联合委员会委任,为衔接两国捷运系统(Rapid Transit System)的建筑和工程咨询服务招标。

  文告说,部长级联合委员会去年12月同意联合进行工程研究,以便确认捷运系统的技术参数(technical parameters),推出能够融合两国交通服务的系统。该系统还必须是既方便又具成本效益的。

  交通部长兼外交部第二部长吕德耀,上月到马来西亚作一天的介绍性访问时,同马国交通部长江作汉会面,两人针对捷运系统的进展互相交换意见。吕德耀当时透露,将在今年第四季展开联合招标,聘请咨询公司为捷运系统进行工程研究。

  双方今年6月所成立的技术工作小组目前已敲定咨询顾问的职权范围(terms of reference),以便为捷运系统制定合适的定位和建议。

  据了解,工程研究将分两个阶段。第一阶段历时11个月,咨询公司将研究建造捷运系统的各种选项和方案,并向两国的联合委员会报告各个选项的优势和挑战。一旦两国选定了方案之后,咨询公司将会在第二阶段进一步研究该方案的各种问题,并向两国建议解决方法。由于所涉及的工程非常复杂,因此第二阶段估计需要18个月才完成。

  目前,两国所考虑连接柔佛海峡的方案,包括通过海底隧道,或者是通过长堤或高架桥等。新的捷运系统预计将衔接柔佛新山中环广场、新山市区和新加坡兀兰的共和理工学院,并与新加坡汤申地铁线(Thomson Line)最北端的终点站相连接。

  新系统预料可在2018年投入运作。系统通车后,两国将分别设立联合的海关、移民和检疫站,方便地铁乘客每程只需在一处完成出入境手续。

  李显龙总理和马来西亚首相纳吉在去年5月的非正式峰会上,一举就各项多年悬而未决的双边课题达成共识。当中最让民众期待的就是新马将联合建造衔接两国的地铁系统,以加强新马交通联系。李总理和纳吉首相预计下月将在马国首都吉隆坡举行另一轮的非正式峰会,洽谈如何进一步强化两国的双边关系。

Study being done on undersea tunnel to link JB and Singapore

JOHOR BARU: A study is being done on the feasibility of constructing an undersea tunnel to link Singapore and Malaysia.

Iskandar Regional Development Authority chief executive officer Ismail Ibrahim said the tunnel was likely to be about 1km long, slightly shorter than the Causeway.

“By going underwater, there is no need to tear down existing structures above the sea and there will be less disruption to movement between Johor Baru and Singapore,” he told The Star.

The Causeway, which is about 1.056km long, was completed in 1923 and links the city here to Woodlands on the other side of the Straits of Johor. Between 80,000 and 100,000 vehicles use it daily.

Johor and the republic are also connected via the Second Link, a dual three-lane carriageway linking Tanjung Kupang to Tuas in Singapore. The bridge is about 1.9km long.

Ismail said detailed engineering study on the tunnel would be conducted by consultants appointed by both governments.

He said both Malaysia and Singapore had yet to determine the cost of the tunnel, which would not be parallel to the Causeway.

(新山20日讯)新山衔接新加坡的轻快铁计划,周五正式公开招标。
这意味着,经过多年的双边谈判一直没有进展两国合作发展的轻快铁计划,随着双方昨天开始发出合格咨询公司对这项建设工程研究的招标通知后,露出曙光。
《新海峡时报》报道,公开招标截止日期是在明年1月27日,主要目的是要委任一个咨询顾问公司开始对这项工程进行专业性的工程研究,及备妥有关建筑的仔细建议。
报道指,在这个招标的细则上,申请者必须要对提供和策划轻快铁建设工程有经验。
有关咨询顾问,必须要受到新加坡专业工程师协会,或者是大马工程师协会、新加坡建筑师公会及大马建筑师公会的承认。
我国陆路公共交通委员会及新加坡陆路交通局已经授权进行这个对双边经济活动,有很大辅助的交通建设计划。
至于依斯干达特区发展局则在这项计划上,扮演协调的角色。
该机构的总执行长依斯迈依布欣告诉记者,两国代表的确在这项计划上谈判多年,而上述的招标行动正意味着双边已经在这项建设上达致共识。
他告诉记者,两国已经在这方面跨前一步,而在工程方面的研究非常重要,以执行往后的建设工程。

新山综合讯)马来西亚和新加坡正在研究兴建海底隧道以连接新柔两地的可行性,两国政府将委任顾问探讨相关的细节。
  依斯干达特区发展局(IRDA)首席执行员依斯迈依布拉欣指出,此海底隧道预计全长1公里,比全长1.056公里的新柔长堤稍微短一些。

  《星报》引述他的谈话说:“通过海底隧道,就无需影响到先有在海面上的建筑,对新柔两地目前的交通往来也不会造成太大的干扰。”

  他指出,有关海底隧道的详细工程研究,将由马新两国政府共同委任的咨询团队一起进行。

  他也说,两国目前尚未计算出兴建海底隧道所需的成本。

  马新两国领导人去年5月在一项会谈中达成协定,双方同意在2018年之前完成连接柔佛海峡的捷运系统(Rapid Transit System),而所考虑的方案包括通过海底隧道,或者是通过长堤或高架桥等。

  新的捷运系统预计将衔接柔佛新山中环广场、新山市区和新加坡兀兰的共和理工学院。

  一旦两国选定方案,咨询公司将会进一步研究该方案的各种问题,并向两国建议解决方法。

When Singapore launched its plan for a global city of 6.5 million, it sounded like sweet music — rather than a business warning — to businessmen in Johor.

To the forward-looking, this strategy of a wealthy neighbour right next door, which is the 10th most expensive city in the world, spells potential spill-over for their economy.

At a friendly discussion in a hotel, several Malaysians told a Singaporean business consultant that they foresaw two possible scenarios, if Malaysia played its cards right.

That was just after the two governments had signed an agreement over the railway dispute and for future cooperation.

One Malaysian said: "Having a thriving global city next door would allow Malaysia — in particular Johor — to quickly tap onto global trade via Singapore."

Another speaker, a Malaysian researcher, offered this rationale:

"We can also benefit in another way. The Singaporeans are very good at earning foreign exchange — US dollars, Japanese yen and the euro, etc.

"We can earn some of these foreign earnings indirectly from Singaporeans. They are short of things that we have.

"All we need do is offer them a place to come and enjoy themselves."

How Johor could benefit

The feeling was that Singapore was already overcrowded and expensive and it lacked the space for business and fun — and this was where Johor could cash in.

It was nothing new, but the mood was.

It was partially this reasoning that led to the creation of a metropolis, Iskandar Malaysia, in the foothills of southern Malaysia, three times the size of Singapore island.

Last week, as the development pace gathered steam, I could not help but think about the impact it will have on Singapore's economic future.

These news items came within days of one another:

* A tender was opened up for the construction of the Singapore-Johor mass rapid transit or MRT to start operating in 2018.

* A Singaporean billionaire signed a S$2bil deal with the Johor royal family to build a 10ha medical hub and marina city bordering Singapore.

* Southeast Asia's first premium outlet centre will open next month in south Johor, just an hour's drive for Singapore's shopaholics, offering branded products with discounts.

The huge project will be built in stages and will include improved rail, sea and air connections to Singapore (24-hour access) and easier immigration clearance.

Nearly 50 years after their break-up, the two former siblings, who face a gloomy world in the coming year, are pushing the momentum of bilateral cooperation.

Malaysia knows it can benefit from Singapore's world trade links and experience, which date back to early history, to gain promotion to a higher league.

And Singaporeans, who live in the world's 10th most expensive city, can look forward to some relief in their high-cost living.

Actually, it may well bond the two to become more dependent on each other.

For the promised land to be reached, however, requires a few caveats: first, crime and corruption must be put under control and, second, political quarrelling does not upset the applecart.

Crucially important is that the race card is kept away.

Not much interest among Singaporeans?

Still, I am surprised that given the large potential to change lives, the Iskandar concept has stirred little interest among Singaporeans beyond shopping and entertainment at cheaper prices.

The general public, in fact, doesn't have much idea about it. In fact, people here tend to underestimate its potential impact on the future of this trading state.

To the business community, however, Iskandar both serves as a potential partner as well as a strong rival.

It will likely add to the number of rival economies in Asia that are on the verge of overtaking — or have already overtaken — Singapore.

They range from new giants like China and India to smaller developing countries which are aggressively pushing for growth like Indonesia, Malaysia and Vietnam.

Iskandar, for example, is hell bent on attracting foreign investors and establishing a healthcare and an education hub, areas that the republic has been pursuing.

Rivalry aside, the existence of a large metropolis could be a blessing in disguise to help Singapore's dilemma of income inequality.

As more wealthy foreigners settle on this island and pushing prices, the bottom 30 per cent of the poorer class gets increasingly squeezed.

They desperately need a cheaper source of daily living that Johor can provide.

Most important is insufficient and spiralling home prices. Thousands of Singaporeans — with families in tow — who find it hard to cope are buying homes in Johor and commuting daily to Singapore.

It is beginning to resemble the picture of Hong Kong residents buying Shenzhen properties.

For the displaced Singaporeans, it is not only cheaper housing but a whole less expensive life — if they are prepared to settle for the longer commuting.

More and more are celebrating marriage and birthdays in Johor restaurants. Others get their surgeries done, buy their medicine and change their car tyres in the future metropolis — all for much less.

Steadily the list of products and services lengthens. The savings are not to be sniffed at.

Indirectly, larger-size Johor is helping to look after Singapore's citizens. A former health minister even suggested building retiree homes for Singaporeans there.

These are nudging the two peoples closer together without talking politics. Last week, surfer Koh Lian Tye asked: "Forty-six years on, was quitting Malaysia a mistake?

"I am a proud Singaporean, but I also believe that in being part of Malaysia as an autonomous region we could have benefited.
